On September 16, Hanoi City Police directed functional forces to urgently investigate and clarify the cause of the fire that killed 4 people in Thuong Tin commune.
According to Hanoi City Police, the fire broke out at 4:40 a.m. the same day. At around 5:30 a.m., the fire was controlled by the authorities.
Hanoi City Police determined that the fire broke out at a house with a temporary steel frame structure, corrugated iron roof, about 5m high with a floor area of about 90m2, with an emergency escape route. This is an illegal construction on agricultural land.
Talking to reporters at the scene of the fire on September 16, Ms. Nguyen Thi Bong (73 years old) - the grandmother of victim N (born in 1997, living in the same commune) said that at around 5am the same day, she received a call from her daughter to inform her about the fire.
"I called dozens of times but N did not answer. Linh tinh noi rang xau xa khong lanh, but I still hope the worst thing does not happen" - Ms. Bong said.
After that, Ms. Bong asked an acquaintance to take her to the scene by motorbike. When she arrived, she received the news of "a storm of beatings" - Mr. N's whole family died after the fire.
Ms. Bong said that Mr. N - her granddaughter and a woman named H have a child together (about 6 months old) and a 5-year-old stepchild. Both are granddaughters.
"We plan to get married this lunar month. Now the whole family is gone" - Ms. Bong choked up.
Mrs. Tuoi (the victim's mother) recounted that on the same morning, Ms. H called her in a panicked voice: "Mom, save me, my house is on fire."
"After listening, I didn't know what to do, I just had to tell H to hug her child and jump out the window to escape, then H turned off the phone. When I called back, I couldn't contact them" - Ms. Tuoi said.
Relatives in the family added that Mr. N had been a mechanical worker at the factory for many years. Ms. H and her 5-year-old daughter have just moved here to live together.
At the scene, furniture inside the factory caught fire. The outer corrugated iron surrounding was deformed by the fire. The first floor area is where the family places furniture for mechanical engineering and motorbikes. On the attic is the bedroom of 4 people.
Regarding the incident, the Chairman of the Hanoi People's Committee has directed the City Police Director to preside over and coordinate with the Chairman of the Thuong Tin Commune People's Committee and related units to focus on overcoming the consequences, urgently investigating, clarifying the cause of the fire, clarifying the responsibility of organizations and individuals and handling them according to the provisions of law.
The Department of Health, the Chairman of the People's Committee of Thuong Tin Commune and related units will visit, organize training, provide material and spiritual support to the victim's family according to regulations; based on assigned functions and tasks, ensure environmental sanitation in the area where the fire occurred; report to the Chairman of the City People's Committee to direct contents beyond authority...
