According to reports, the number of villages, hamlets, and neighborhoods currently in Quang Ninh province is 1,452. Many villages and neighborhoods have met the criteria for the scale of households according to current regulations.
However, there are still many villages, hamlets, and neighborhoods that do not meet the criteria according to regulations. The whole province still has 168 villages, hamlets, and neighborhoods with a scale of less than 450 households; 989 villages with a scale of less than 350 households; 51 villages have not reached 50 households.
Based on the review, localities proposed to arrange 1,452 villages, hamlets, and neighborhoods into 624 new villages and residential groups, a decrease of 57% of units compared to the present.
The arrangement plan ensures compliance with the provisions of Decree No. 185 of 2026 of the Government: Regulations on the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups.
At the same time, the arrangement plan is also carefully considered and calculated based on the actual conditions in each locality and region. Along with building the arrangement plan, the Provincial Party Committee and People's Committee also developed a support plan for non-specialized workers who quit their jobs due to village and residential group arrangements.
Concluding the conference, Mr. Quan Minh Cuong - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Delegation of National Assembly Deputies of Quang Ninh province - basically agreed with the proposed plan of the Provincial Party Committee and People's Committee. At the same time, requested the Provincial Party Committee and People's Committee to absorb the opinions, urgently complete the plan to arrange villages, hamlets, and neighborhoods, and complete it before June 10; ensure the completion of preparations so that the villages, hamlets, and neighborhoods after arrangement will go into stable operation from July 1, 2026.
