According to the submission of Ha Long Ward People's Committee, Ha Long ward currently has 27 neighborhoods with 14,911 households, 49,034 people.
Through review, some neighborhoods with household scales have not met the standards according to the Government's new regulations on the organization and operation of villages and residential groups.
On that basis, the ward develops an arrangement plan in the direction of merging adjacent neighborhoods, with similarities in natural conditions, population, formation history and favorable for management work.
After arrangement, the number of neighborhoods in the ward is expected to decrease from 27 to 17 neighborhoods, a decrease of 10 neighborhoods, equivalent to 37.04%.
Meanwhile, Cao Xanh ward currently has 15 neighborhoods. Based on the standards of population size, natural area and related conditions, this ward plans to rearrange and reorganize 11 neighborhoods. Based on the review results, the ward is developing a plan, completing dossiers to submit to competent authorities for consideration and decision according to regulations.
Cua Ong Ward is one of the commune-level administrative units with the largest number of neighborhoods in Quang Ninh province, with 55 neighborhoods.
According to the draft proposed plan, after arrangement, the number of neighborhoods will decrease from 55 to 23 neighborhoods, ensuring the criteria for household size according to regulations.
Currently, Quang Ninh province has 1,452 villages, hamlets, and neighborhoods in 54 communes, wards, and special zones.
According to the direction of the Standing Committee of Quang Ninh Provincial Party Committee, the arrangement of villages, hamlets, and neighborhoods must aim to serve the people better, maintain internal solidarity, consolidate people's trust in the Party and the State; and at the same time ensure harmony between population size and historical, cultural, customary, geographical conditions, national defense, security and community cohesion factors.
In particular, for mountainous areas, border areas, islands, ethnic minority areas, and religious areas, the development of arrangement plans must be carefully and cautiously calculated, in accordance with reality.
Along with that, thoroughly review and develop plans to fully and promptly implement regimes and policies for those who do not continue to participate in non-specialized activities at the commune level, in villages and residential groups according to regulations; link arranging with consolidating the contingent of non-specialized personnel at the commune level, in villages and residential groups in the direction of selecting people with prestige, health, enthusiasm, responsibility and capacity to mobilize the masses; gradually rejuvenate the contingent, improve qualifications, strengthen the application of information technology, community management skills and quality of service to the people.
At the same time, synchronously and uniformly implement the arrangement of villages and residential groups, ensuring completion before June 30, 2026; terminate activities for non-specialized personnel at the commune level according to Conclusion No. 163-KL/TW dated June 6, 2025 of the Politburo and the Secretariat on implementing a number of contents and tasks when arranging the organizational structure and administrative units according to resolutions and conclusions of the Central Government, the Politburo, and the Secretariat.
