14 communes, wards and special zones with transfers include: Phong Coc, Binh Khe, An Sinh, Dien Xa, Quang Ha, Luong Minh, Ba Che, Mao Khe, Duong Hoa, Dong Trieu, Van Don, Dam Ha, Hoang Que, Thong Nhat.
The outbreak forced the destruction of 3,407 pigs, equivalent to more than 158 tons.
Previously, the first case in 2025 appeared in May 2025 in Lien Hoa commune, the old Quang Yen town (now Lien Hoa ward) with 10 pigs destroyed.
Currently, Lien Hoa ward has not had any new cases for 21 days; the other two communes and wards, Luong Minh and Phong Coc, have passed 15 days safely. There are 7 other communes and wards that only arise from 13 households with pigs with disease forced to destroy.

In the face of the epidemic situation, the Department of Agriculture and Environment has advised the Provincial People's Committee to issue a document directing and launching the Provincial Dysentery and Detoxification Peak Month; guiding the removal of difficulties in disease prevention and control after implementing the two-level government model.
The provincial Department of Animal Husbandry and Veterinary Medicine has assigned 28 officers in charge of the area to support inspection, sample collection, instructions for destruction, and provide disinfectants for outbreaks.
A total of 3,700 liters of chemicals have been supplied to localities, of which the most are Quang Ha (800 liters) and An Sinh, Binh Khe, Dong Trieu (700 liters each).
Quang Ninh also coordinated with AVAC Vietnam Joint Stock Company to test 3,000 doses of AFS vaccine in Mong Cai and Ha Long, achieving a protection rate of 80% after 4245 days. However, the vaccination rate in the whole province is still low, not meeting the requirements for proactive epidemic prevention.
During the implementation of epidemic prevention work, a number of difficulties have arisen, such as, from July 1, 2025, implementing the 2-level local government model, in Quang Ninh, Agricultural Technical Service Centers in districts, towns and cities are assigned to the provincial Agricultural Extension Center under the management of the Department of Agriculture and Environment.

The officials with expertise in animal husbandry and veterinary medicine of the District-level Agricultural Technical Service Center (formerly) have transferred their positions to the Provincial Agricultural Extension Center, mobilizing, assigning tasks, implementing epidemic prevention and control according to the coordination regulations between the Provincial Agricultural Extension Center and the Provincial Department of Animal Husbandry and Veterinary Medicine.
According to Ms. Chu Thi Thu Thuy - Director of the Department of Animal Husbandry and Veterinary Medicine of Quang Ninh province: In communes, wards, and special zones, after implementing the two-level local government, a part of the veterinary staff and veterinary collaborators ( part-time workers in communes) have quit their jobs according to the regime (Decree No. 154/2025/ND-CP dated June 15, 2025), so there are currently no animal husbandry and veterinary staff at the commune level, so there are difficulties in monitoring and implementing disease prevention and control measures at the grassroots level.
The Department has reported to the department, requesting the Ministry of Agriculture and Environment and the Ministry of Home Affairs to guide localities to perfect the grassroots veterinary network (commune-level veterinary staff), and have specific support policies so that this force is stable and can participate in animal disease prevention work with peace of mind.
