According to the Quang Ninh Province Construction Investment Project Management Board I, by the end of the August 1, 2025, the unit has approved 22 applications for early retirement and applications for civil servants and employees according to Decree No. 178/2024/ND-CP dated December 31, 2024 and Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government.
Accordingly, 17 civil servants and employees have applied for early retirement and 5 people have applied for severance pay. The total estimated budget for implementing policies for cases of early retirement as of August 1, 2025 according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government is more than 14.5 billion VND, while the total estimated budget for supporting the group of resignation candidates is more than 3.4 billion VND.
The Quang Ninh Province Construction Investment Project Management Board of Area I was reorganized and renamed the Quang Ninh Province Civil and Industrial Construction Investment Project Management Board after merging units and not organizing district-level authorities.
Currently, the Quang Ninh Province Investment and Construction Project Management Board I has about 500 cadres, workers, civil servants, and laborers due to receiving additional personnel from project management boards of districts, towns, and former cities of Quang Ninh province, including: Ha Long, Quang Yen, Uong Bi, Dong Trieu.
However, because the work is mostly on site and at the grassroots level, only cadres, workers, civil servants and laborers of the old Ha Long City Construction Project Management Board have been arranged to work at the headquarters of the Quang Ninh Province Construction Investment Project Management Board Area I; the personnel of the management boards of the old districts, towns and cities are still on site.
In addition to the Quang Ninh Province Construction Investment Project Management Board of Area I, after the merger and no district-level government organization, Quang Ninh also has the Quang Ninh Province Construction Investment Project Management Board of Area II. In addition to the old personnel, this board also receives personnel from the project management boards of the remaining districts, towns and cities of Quang Ninh province, such as Mong Cai, Tien Yen, Ba Che, Dam Ha, etc.
