The project has a total construction investment of 14.99 billion VND, invested by the Department of Culture, Sports and Tourism of Dien Bien. Local budget capital is allocated in the province's annual revenue and expenditure estimate.
The project belongs to group C, a level II civil project, with a project implementation progress in 2025-2026. The construction site is in Him Lam ward, Dien Bien Phu city.
