12 land plots for social housing construction
According to the housing development program for the period 2021-2030, with a vision to 2045, the Dien Bien Department of Construction has drawn up an expectative roadmap.
Accordingly, in the 2021-2025 period, the province aims to develop an additional 20,000 m2 of social housing floors, equivalent to about 400 new shelters. This figure will continue to be increased in the period of 2026-2030 with 55,000 m2 of floor space, providing about 1,100 more houses.

To realize the above goal, 12 prime locations have been identified, mainly concentrated in urban areas and with potential for development with a total area of nearly 30 hectares and nearly 3,890 apartments.
However, up to now, the picture of social housing development in Dien Bien still faces many difficulties, when no investor is "salty".
In Dien Bien Phu City, up to 8 land plots have been included in the planning. These are strategic locations such as: New urban area, hotel and commercial center Thanh Truong; new urban area, Muong Thanh airport walking street; new urban area of Nam Thanh Truong; Northwest urban area...
Expanding to Dien Bien district, two potential locations have been identified including the area north of Dien Bien Phu city associated with Dien Bien airport (in Thanh Nua commune) and Thanh Xuong commune.
In Muong Lay town, two locations in Lay Nua commune are also on the waiting list for investors.

Although the target is clear and the land fund has been located, the Dien Bien Department of Construction said that attracting investors to build and develop social housing in the province still faces many difficulties. In reality, up to now, no social housing project has been invested in construction.
Not small challenges
Mr. Nguyen Minh Luong - Deputy Director of Dien Bien Department of Construction - said that due to the limited local budget, allocating capital to invest in social housing development projects and housing development projects is very difficult.
A specific factor is that there have not been more industrial parks in the province, so there is no need to arrange housing for workers.

The income of households is still low, the practice of cultivation and residence is also a barrier to improving the quality and area of housing as well as developing social housing in the province.
In addition, the work of calling for and implementing investment in the construction of social housing projects as apartments in the province is facing many difficulties due to limited demand from the people. Mainly mobilizing businesses, through investment calling mechanisms.

Previously, difficulties in implementing social housing policies for policy beneficiaries in Dien Bien province were discussed and solutions were found to remove difficulties in early February 2025.
At the meeting, Mr. Tran Quoc Cuong - Secretary of the Dien Bien Provincial Party Committee - praised the efforts of all levels and sectors in implementing programs and projects to support the renovation and repair of houses for poor and near-poor households, policy families and ethnic minorities.
At the same time, he also frankly criticized the delay of some sectors and some districts in implementing social housing development projects for low-income people.
The Secretary of Dien Bien province said that this group of people really needs housing and is a very legitimate need. Therefore, Mr. Tran Quoc Cuong requested the Steering Committee for Social Housing Development to proactively coordinate in developing and perfecting policies to attract investors and businesses to participate in social housing construction projects in the area.
