Mr. Bui Van Luyen assigned the Planning and Finance Department to complete the bidding documents and sign contracts to strive to start the construction of new packages before October 25.
Notably, the capital disbursement consultation work is required to be completely handled within a maximum period of 3 days from receiving all valid documents, in order to ensure capital for the contractor.
For the Infrastructure Management Department, the Department Director requested to quickly complete the acceptance and settlement documents for the completed volume. At the same time, prepare design documents and estimates for items to overcome the consequences of natural disasters for approval as soon as capital is allocated.
The Road Maintenance Board is required to strengthen supervision at the site and urge contractors to submit construction plans.
The Road Maintenance Board will accept and submit payment to the contractor no later than 5 days from the date of receipt of a valid request. Resolutely do not accept unquality quantities, said Mr. Bui Van Luyen.
On the contractors' side, the leaders of the Department of Construction emphasized that it is necessary to develop and submit a detailed construction plan. Maximize machinery and human resources, organize construction scientifically, take advantage of favorable weather conditions to speed up progress, ensure the completion of all projects before December 20, 2025.
Contractors focus on labor safety, ensuring construction quality and smooth traffic during construction.
At the regular meeting of the People's Committee of Dien Bien province in September (September 26), Mr. Le Thanh Do - Chairman of the Provincial People's Committee emphasized that from now until the end of the year, sectors and levels must join hands to focus on accelerating the disbursement of public investment capital, finalizing completed projects, speeding up the progress of projects of high value.
