As a mountainous province with dangerous terrain, Dien Bien has many national highways such as 4H, 12, 279... which must overcome steep mountain passes, sharp bends and deep abysses.
These are also roads that have experienced many serious traffic accidents, causing damage to people and property.
Although for many years, transport infrastructure has been invested in, renovated and upgraded by the State on many roads.

However, due to specific terrain conditions and complicated weather diễn biến, especially fog and heavy rain, traffic on pass roads still poses many risks.
In May 2024, a 7-seater car carrying 5 people while traveling through De Pua slope (Nam Po district) lost control and plunged into a deep abyss about 60-70m.
The car was heavily damaged, but fortunately all 5 people in one family were only slightly injured.
In October of the same year, a passenger car traveling on National Highway 4H passing through Muong Cha district crashed into a positive slope and then overturned.
The accident killed one person and injured 17 others. At the time of the accident, the area was rainy, the road surface was slippery, and the road section was located at a curve at the foot of a slope with a cliff on one side and a deep abyss on the other.

The above incidents continue to show that the risk of traffic unsafety is always present on the mountainous roads of Dien Bien.
Faced with that reality, in May and June 2026, the Traffic Police Department of Dien Bien Provincial Police installed 9 electronic traffic warning signs on National Highways 4H, 6, 12 and 279.
The system is located in locations with high risk of traffic unsafety such as Pha Din pass peak (Quai To commune), Keo Lom pass (Na Son commune), Co Chay pass (Muong Pon commune), Tang Quai pass foot (Muong Ang commune), Tuan Giao Traffic Police Station and the area of Si Pa Phin Inter-level Ethnic Minority Boarding School.
The content displayed on the sign is prioritized for short, easy-to-observe editing and is displayed continuously 24/24 hours.

A driver carrying tourists in Dien Bien province shared: "Going on mountain passes, just seeing warning signs from afar, I proactively reduce speed to control the steering.
Such a large, easy-to-observe sea is very necessary, especially for people who regularly run on mountain passes".
According to Mr. Ha Anh Tuan, driver of Tan Viet Phat bus company running the Muong Cha - Dien Bien - Hai Phong route, combining propaganda with visual warnings helps drivers form a slowing reflex and observe early, instead of handling when a dangerous situation has occurred.
Lieutenant Colonel Tran Chung Diep - Deputy Head of the Traffic Police Department of Dien Bien Provincial Police - said that the selection of installation locations was carefully surveyed, prioritizing road sections with large traffic volume, many consecutive curves or accidents that have occurred.

Dien Bien has many winding and steep mountain passes, where fog often appears, posing a risk of traffic accidents.
We install electronic signs in easy-to-observe locations to promptly warn, help vehicle drivers proactively reduce speed, raise awareness of law compliance and prevent accidents," Lieutenant Colonel Diep said.
Unlike fixed signs, electronic sign systems can flexibly change content according to weather conditions or actual traffic conditions.
