During rush hour, long lines of motorbikes and cars line up on the sidewalks, while on normal days, most of this area is occupied by car garages for parking and selling goods.Sharing with reporters, Ms. Xuan hopes that the authorities will strictly handle cases of vehicles going onto the sidewalks and must also strictly handle cases of cars illegally parked, because this is one of the reasons why the sidewalks are damaged.


"They say there are sidewalks, but we, the people, have never walked on them.On normal days, they are used by garages for parking and selling goods, and during rush hour, cars and motorbikes climb up them.Not only are they degraded and bumpy, but the sidewalks here are pathetic.
No matter how much money they spend to rebuild them, they cannot withstand the destruction caused by humans.I hope the government will rebuild the sidewalks and strictly handle cases of parking and encroachment on the sidewalks so that people can have a way to travel," Ms. Xuan said indignantly.

No proposal to increase fines Recently, the Hanoi People's Committee has just submitted a draft Resolution regulating fines for a number of administrative violations in the field of road traffic in the city.
The draft is being solicited for comments.
Accordingly, the Resolution stipulates increasing fines for a number of violations such as: Not complying with instructions, road markings, signs; entering prohibited roads; wrong road section, lane; stopping, parking illegally; carrying more people than prescribed; not wearing helmets; reversing, changing lanes, changing direction, overtaking illegally; picking up and dropping off passengers illegally; speeding; carrying goods, loading goods that are overweight; violating alcohol concentration; Weaving, weaving; honking, revving the engine; some violations in driver training, testing, vehicle registration, road use, sidewalks, transportation business...
Some violations according to current regulations have low fines, in the draft Resolution, the city proposed to increase them by 2 times, those with high fines are proposed to increase them by 1.5 times, but there is no such thing as illegal parking on the sidewalk.
Talking to Lao Dong on January 27, Dr. Dang Minh Tan, Deputy Head of the Roads Department, Hanoi University of Transport, said that in our country, sidewalks cost billions of dong from the budget each year to repair, but after repair, they become places for people to drive up and park their cars, causing damage and breakdown.This is extremely inappropriate.
"Sidewalks are designed for pedestrians, not for vehicles to walk and park on.We also see that every year the state spends a lot of money on sidewalks.But cars keep breaking down, so we really need a solution to end this situation.
If we want to ban cars from stopping and parking on sidewalks, in my opinion, we need to have more deterrent penalties.We need to review the current fines, and if they are not appropriate, they need to be changed," said Dr. Dang Minh Tan.
According to Decree 100/2019/ND-CP, the act of parking or leaving a car on the sidewalk in violation of the law; parking where there is a "No parking" or "No stopping and parking" sign will be fined from VND 800,000 - VND 1,000,000.
