According to the Project on the arrangement of commune-level administrative units (ADUs) of Nam Dinh province in 2025, the total number of public offices at commune-level ADUs to be arranged in 2025 is 196 headquarters. After the arrangement, the number of headquarters retained for continued use is 127 headquarters, the number of surplus headquarters is 69 headquarters.
The project clearly states the arrangement and use of headquarters, handling public finance and assets after the arrangement of administrative units to comply with the Government's regulations on rearrangement, handling of public finance and assets and instructions from competent authorities; ensuring the practice of thrift, fighting corruption, waste and negativity.
The handling of the headquarters at the commune -level units shall arrange according to the principle: 1 headquarters for the new commune Party Committee; 1 headquarters for People's Councils and People's Committees of new communes. The remaining headquarters (if any) arranged as the headquarters of non -business units of the commune People's Committee (prioritized for non -business units in the education and health sector).
The project also states that the plan to resolve the surplus of 69 public offices after the arrangement of commune-level administrative units will be resolved according to the following roadmap: In 2025: 0 offices, in 2026: 49 offices, in 2027: 6 offices, in 2028: 12 offices and in 2029: 2 offices.
Commune-level administrative units will then balance the budget to invest in repairing, renovating, and upgrading working headquarters, ensuring working conditions for agencies, organizations, and units at commune-level administrative units according to regulations.
