On May 8, speaking with Lao Dong newspaper, Mr. Pham Chanh Trung - Head of the Ho Chi Minh City Population Department said that the city is currently reviewing and making a list to compile the first statistics on the number of beneficiaries according to Resolution No. 40/2024/NQ-HDND.
"We are reviewing and making a list of statistics for the first time for women before the age of 35, giving birth to 2 children in the period of December 21, 2024 - April 15, 2025 to support, while waiting for instructions on the implementation process according to administrative decentralization" - Mr. Trung said.
The Head of the Ho Chi Minh City Population Department also commented that this policy is not economic support to solve the problem of low fertility in the city but is only a part of support in many health support solutions that are continuing to be considered.
To solve the problem of low fertility, it is necessary for the entire political system and the people to join hands and support. Based on the new policy consistency is the most important thing.
Therefore, there should be specific policies on social security, support for education, health care, living, housing, personal income tax... so that couples can truly feel secure having children and having 2 children.
Previously, at the end of 2024, at the 20th session, the 10th term of the Ho Chi Minh City People's Council, term 2021 - 2026, passed a Resolution regulating reward and support policies for groups and individuals who have performed well in population work in the city.
For individuals, women who give birth to two children before the age of 35 will be supported once with the amount of 3 million VND.
Pregnant women and newborns from poor or near-poor households, social protection beneficiaries or living in island communes will be supported with 2 million VND to conduct pre- and post-natal screening. Of which, 600,000 VND is for prenatal screening, 400,000 VND for newborn screening and 1 million VND is for direct support.
The bonus of 30 million VND for wards, communes and towns is 60% for couples of childbearing age who have had two children for 3 consecutive years. If this achievement is maintained for 5 years, the reward will increase to 60 million VND and receive a certificate of merit from the Ho Chi Minh City People's Committee.
In addition, localities that achieve 100% of neighborhoods and hamlets that include the content of controlling gender imbalance in the village estimate and Convention will be awarded certificates of merit and support of 1 million VND from the district-level People's Committee.
According to statistics, the total birth rate in Ho Chi Minh City is currently very low. In 2024, it will be 1.39 children/woman. In 2023, there were only 1.32 children, belonging to the group of 21 provinces and cities with low fertility rates in the country.
The Ho Chi Minh City People's Committee believes that a prolonged low birth rate can cause many serious consequences, such as population aging, labor shortage, affecting social security and economic development.
