This resolution not only helps reduce the cost burden in the most difficult moments of each family, but also aims for a larger goal of gradually changing burial practices, using land funds effectively and protecting the environment.
For a long time in many localities, especially in Hue, issues related to mourning have always been among the most difficult to change. Because this issue is associated with beliefs, customs, concepts of filial piety and memories of many generations.
Therefore, if only propaganda or calling, the effectiveness is often very limited. Now, Hue has chosen another direction, which is to use policies to encourage.
Instead of asking people to change, the city shares a part of the responsibility by paying all cremation costs. This is a message showing that the State is ready to accompany people in the process of changing long-standing customs.
Changing customs, shifting from traditional burial to cremation is very necessary, if not urgent. Because in many localities, the land fund for cemeteries is increasingly shrinking. Urbanization is expanding, population is increasing, while land is a finite resource. If mainly cremation is maintained, land pressure will increase. Not to mention environmental issues, planning and cemetery management costs in the future.
Of course, for policies to go into life, there is still a lot of work to be done.
Along with financial support, Hue city needs to continue to propagate to make people understand correctly, "feel", "understand" about cremation; invest in modern and civilized cremation facilities; ensure that rituals take place solemnly, in accordance with culture and beliefs.
A good policy not only solves today's problems but also creates a foundation for tomorrow's changes. Perhaps, the few billion VND of budget each year that Hue is spending does not immediately change the habits of the entire community.
But over time, policies like this will certainly encourage many people in Hue and many other localities to boldly choose a more economical and environmentally friendly form of burial.
And that is also how a social security policy today becomes the foundation for a civilized and sustainable urban development in the future.
