National Highway 51 is seriously degraded and needs to be repaired soon
On June 6, the People's Committee of Dong Nai province sent a document to the Ministry of Finance and the Ministry of Construction proposing to allocate funds for Dong Nai to repair national highways.
According to the Provincial People's Committee, implementing Decision No. 1367/QD-BTC of April 16, 2025 of the Ministry of Finance on the transfer of road transport infrastructure assets, the Ministry of Construction handed over to the People's Committee of Dong Nai Province to manage the road traffic infrastructure assets of Highway 1 (from km 1851+714 to km 1871+150); Highway 20 (from km 0+000 to 75+100); Highway 51 (from km 0+000 to 37+402) and Highway 56 (from km 0+000 to km 18+020).

Dong Nai is the gateway province of the Southeast key economic region, concentrating most of the traffic routes passing through, so the national highway system in the province has suffered many impacts and many damages.
The current situation still has many damages, especially National Highway 51. Currently, this national highway has been seriously degraded, the road surface is almost completely damaged (from Km 0+900 to Km 16+000); the situation of asphalt surface erosion, peeling, wheel slides, potholes, blurred painting system, ineffective...
Therefore, the repair of national highways in the province, especially National Highway 51, is a very urgent need to ensure traffic safety for vehicles traveling on national highways.
According to the Provincial People's Committee, the estimated cost of comprehensive repairs to national highways passing through the province is about 1,365 billion VND. Of which, it is estimated that National Highway 1 is 141 billion VND, National Highway 20 is 317 billion VND, National Highway 56 is 65 billion VND and National Highway 51 is 842 billion VND.
Dong Nai is simultaneously implementing many connecting transport projects, requiring large capital
The provincial People's Committee also said that at present, to enhance the connection of the Southeast region, especially connecting with Ho Chi Minh City, Binh Duong Province, Binh Phuoc Province with Long Thanh International Airport, Dong Nai is coordinating with localities to implement regional transport projects such as Cat Lai Bridge, Dong Nai 2 Bridge connected to Ho Chi Minh City (Dong Nai budget is about 11,000 billion VND); Cau Ma Da and route connected to Binh Phuoc province (Dong Nai budget invested about VND 11,000 billion); Hieu Liem, Thanh Hoi Bridge, Xom La Bridge, Tan An Bridge, Tan Hien Bridge connected with Binh Duong province (Dong Nai province budget invested about 2,000 billion VND).

Along with that, to enhance the connection of localities in the province with Long Thanh international airport, Dong Nai Provincial People's Committee is also implementing connecting transport projects including provincial routes 769, 773, 770B with an implementation capital of about VND18,000 billion.
On the other hand, the Dong Nai provincial budget must also allocate 50% of the cost of site clearance for regional transport projects including: Bien Hoa - Vung Tau Expressway (about VND 3,070 billion), Ring Road 3 - Ho Chi Minh City (about VND 1,934 billion). At the same time, participate in the state budget for the Ho Chi Minh City Ring Road 4 project (about 14,111 billion VND).
Therefore, the local budget cannot currently allocate funds to comprehensively repair national highways through the province. Therefore, the Provincial People's Committee recommended that the Ministry of Construction and the Ministry of Finance consider allocating funding for the Dong Nai Provincial People's Committee to repair national highways passing through the province.
