Previously, voters in Ba Ria - Vung Tau province reported that National Highway 51 had potholes all over the route; especially the section passing through Phu My town.
The lighting system, signs, and markings are blurred and degraded; many traffic accidents have occurred on this route. When it rains heavily, many sections of the route are severely flooded.
Voters recommend that authorities soon have a specific plan to maintain, repair, upgrade asphalt and overcome flooding on National Highway 51 to ensure traffic safety.
At the same time, it is recommended that the Ministry of Transport soon have drastic solutions and a roadmap for the request to hand over assets of the BOT project to expand National Highway 51 to establish public ownership; effectively resolve voters' recommendations through many sessions so far related to the BOT project on National Highway 51.
Responding to this issue, the Ministry of Transport said that the investment project to expand National Highway 51, section Km0+900 - Km73+600 in Dong Nai and Ba Ria - Vung Tau provinces under the BOT contract form has stopped collecting tolls since January 13, 2023.
After Road Management Area IV received a number of construction items for management and maintenance, the Ministry of Transport arranged funding to implement as follows:
In 2024, the Ministry of Transport has allocated a total budget of VND 58.9 billion, including: Regular maintenance with a budget of VND 9.6 billion; completing 01 local emergency road surface repair project with a budget of VND 4.3 billion, 02 traffic accident black spots with a budget of VND 2.1 billion, 01 potential traffic safety point with a budget of VND 1.8 billion, 01 emergency repair project to overcome the consequences of natural disasters, ensuring traffic with a budget of VND 13.2 billion.
The unit is implementing 02 traffic accident black spots with a budget of 7.9 billion VND and 02 emergency repair projects with a budget of 20 billion VND (including a project to handle flooding during heavy rains in Phu My town, with a budget of 15 billion VND, currently selecting a contractor, expected to complete the project in the first quarter of 2025).
In 2025, the Ministry of Transport will arrange regular maintenance with a budget of 12.2 billion VND; repair road surfaces, drainage systems and traffic safety with a budget of 80.2 billion VND/03 projects.
After completing the repair of this project, Highway 51 will overcome flooding through Phu My town, the road surface will be basically smooth and ensure traffic safety.
Regarding the work of establishing public ownership, the Ministry of Transport issued Document No. 4521/BGTVT-TC dated April 26, 2024 requesting the Ministry of Finance to establish public ownership of assets of the National Highway 51 BOT project.
The Ministry of Finance has commented in Documents No. 7162/BTC-QLCS dated July 10, 2024, No. 12508/BTC-QLCS dated November 18, 2024, requesting the Ministry of Transport and investors to resolve problems, problems and complete the dossier so that the Ministry of Finance has sufficient basis to comment on establishing the ownership of the entire people over the assets of the BOT National Highway 51 project.
Based on the above contents, the Ministry of Transport has directed the Vietnam Road Administration, the Contracting Authority, and the investor to continue resolving the existing issues regarding the National Highway 51 BOT project and complete legal procedures as prescribed.
