The Dung Quat - Sa Huynh coastal road project, phase IIb, has a total investment of nearly 900 billion VND, the route length is more than 16.2 km, including 4 sections passing through Binh Son district, Quang Ngai city and Mo Duc district. The project is invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board. The project implementation period is from 2022 to 2025.
Up to this point, the section through Binh Son district has handed over 2.2/3.38 hectares of land, reaching 65%; the section through Quang Ngai city has handed over 3.9/5.45 hectares, reaching 71.5%; the section through Mo Duc district has handed over 6.935/7.085 km, reaching 98%.

Regarding the implementation of construction, the section through Binh Son district and Quang Ngai city has reached 78% of the contract value, the section through Mo Duc district has reached 57% of the contract value. The implementation progress is delayed, mainly due to the low handover site area and lack of seamlessness, so the progress does not meet requirements. In the coming time, the investor will continue to urge contractors to focus on speeding up the construction progress of bridge and culvert items.
According to the investor, the delay in implementation is due to many problems such as slow completion of specific land price determination, regulations on compensation, support for resettlement problems, support amounts, etc., so compensation plans cannot be prepared, completed, submitted for appraisal, and approved. Up to now, the above problems have been basically resolved, however, the units are implementing and must ensure the procedures according to regulations, so it is expected that in April 2025, they can continue to approve agricultural land plans, pay compensation and hand over the site.
In addition, at Km76+230 ÷ Km82+00 (section passing through Mo Duc district), overlaps with the Planning for exploration, exploitation, processing and use of minerals for the period 2021-2030, with a vision to 2050, issued by the Prime Minister in Decision No. 866/QD-TTg dated July 18, 2023 (overlapping area 8.4/1,029 ha, accounting for 0.81% of the Titan Mineral Planning area). At the working session with Quang Ngai province on February 9, 2025, the Provincial People's Committee made recommendations and was consulted by relevant ministries and branches at the meeting and was concluded and directed by the Prime Minister in Notice No. 48/TB-VPCP dated February 15, 2025 of the Government Office; requested the Quang Ngai Provincial People's Committee to report to the Ministry of Agriculture and Environment to preside over the review, handling and implementation guidance.
Regarding the overlapping problems of the Titan Planning through Mo Duc district, the investor has requested the Provincial People's Committee to consider and continue working with the Ministry of Agriculture and Environment to soon reach a consensus to allow the implementation of the Dung Quat - Sa Huynh Coastal Road project, phase IIb (section Km76+230 - Km82+00).
According to the investor, the total capital plan expected to be disbursed in 2025 is 330.7 billion VND. To ensure the full disbursement of the above capital plan, it is necessary to speed up the progress of site clearance, both contributing to the disbursement of compensation and site clearance costs, and having the site handed over to construction contractors for construction.
