Quang Ngai province will create maximum conditions for investors to build social housing areas in Phu My New Urban Area, located in Nghia Dong commune, Quang Ngai city. The project is invested by the Housing and Urban Development Investment Corporation (HUD), with a scale of two 9-storey buildings, built on an area of nearly 16,000 m2 with 384 apartments. The total investment of the project is 450 billion VND, expected to be implemented from 2025 to the end of 2028. In which, phase 1 (2026 - 2027) will complete 192 apartments. By 2028, the project will complete phase 2 with the remaining 192 apartments, meeting the accommodation needs of about 1,000 people.
According to the leader of the Department of Construction, the project not only contributes to realizing the planning of Phu My New Urban Area, but also creates a social housing fund to serve policy beneficiaries according to regulations. Up to now, HUD Corporation has completed the feasibility study report, basic design, and is currently in the process of technical examination and total investment. It is expected that in 2025, the project approval will be completed and phase 1 will be implemented.
In order to encourage businesses to participate in social housing development, Quang Ngai province committed to supporting 100% of compensation, site clearance and resettlement costs according to the approved plan. In addition, the province also supported 70% of the cost of building a technical infrastructure system within the project scope.
However, this support level does not include the cost of building technical systems inside the building, as well as infrastructure that is subject to business or must be handed over to the State. The total support level does not exceed 70% of the cost of technical infrastructure investment, determined according to the investment capital rate announced by the Ministry of Construction at the time of project approval.
Quang Ngai currently has over 115,000 workers, civil servants, and laborers working in agencies, units, and enterprises with grassroots unions under the management of the Provincial Labor Federation. However, the province still does not have social housing for low-income people.
The construction of social housing in Quang Ngai is very necessary because the demand is very high. Prime Minister Pham Minh Chinh assigned the target to Quang Ngai province to attract and build 6,300 social housing units by 2030. Of which, 1,500 houses are for the 2022-2025 period and 4,800 houses are for the 2026-2030 period.
