On April 1, the Government Office issued Notice No. 143/TB-VPCP on the conclusion of the Central Party Committee member and Deputy Prime Minister Tran Hong Ha working with Hanoi City on urging and implementing the disbursement of the public investment capital plan for 2025, ensuring traffic safety and order and handling air pollution.
The Deputy Prime Minister suggested that the city resolutely carry out site clearance work, promote construction progress of key projects and works. Speed up the implementation of investment preparation procedures, investment decisions, and selection of contractors for national key projects and construction investment projects in the area.
At the same time, develop a disbursement plan for each project; Request investors to report the disbursement progress of each project monthly and quarterly, and comply with the disbursement plan monthly and quarterly.
Strengthen inspection and supervision at the site; accelerate the disbursement of public investment capital must be associated with ensuring the quality of works and projects, preventing negativity, loss, waste, and group interests.
The city must assign leaders responsible for each project, strictly control the scale, progress, and investment efficiency; make disbursement results a criterion for evaluating the level of task completion to review, reward, and handle discipline strictly and promptly.
In the coming time, to ensure traffic order and safety in Hanoi, the Deputy Prime Minister assigned the Hanoi People's Committee to strengthen measures to control and reduce traffic congestion; reasonable planning of parking lots (underground parking lots, smart parking lots) to reduce the widespread parking on sidewalks and roads.
Develop a roadmap to gradually reduce motorbikes in the inner city, collect fees for cars entering the central area during rush hour to limit the number of private vehicles on some routes. Flexibly adjust traffic lights and lanes according to peak hours to reduce congestion.
Plan the area to receive/ drop off guests reasonably, especially around hospitals and schools to avoid congestion.
Along with that is the development of the public transport system. Increase the opening of more electric bus routes, urban railway routes, improve service quality to attract people to use. Develop a smart traffic system, use AI to analyze traffic conditions and propose reasonable regulation options.
Strengthen penalties for traffic violations according to the provisions of Decree No. 168/2024/ND-CP. Strengthen patrols and controls, strictly handle violations such as running red lights, driving in the wrong lane, using alcohol while driving, racing in a zigzag manner, swerving to disturb public order, homemade three-wheeled vehicles...
The city studies and proposes that competent authorities include mandatory regulations on periodic inspection of motorbike emissions, elimination of old and dilapidated vehicles that cause pollution and unsafety; raising awareness of traffic participants.
The Deputy Prime Minister suggested that Hanoi study and accurately assess the sources of air pollution in the city to have comprehensive solutions to control, thoroughly handle, and beautify the urban area, contributing to making Hanoi increasingly green - clean - more beautiful.
In particular, it is noted that if the cause of pollution is emissions from road vehicles, it should be limited by economic regulation tools, not banned by administrative measures.
