The 3,500 billion VND project in Quang Ngai is facing difficulties due to lack of land

The construction of the Hoang Sa - Doc Soi road project in Quang Ngai is delayed due to the low and not seamless site clearance.

The Hoang Sa - Doc Soi road project has a route length of 26.88km with a total investment of VND 3,500 billion, of which the central budget is VND 1,300 billion and the provincial budget is VND 2,200 billion (from land use fee revenue). The project is invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board, with implementation period from 2022 to 2027.

According to the investor, the compensation and site clearance of the main route is being delayed due to many problems, including the delay in completing the determination of specific land prices, regulations on compensation and resettlement support, as well as other support. Therefore, the preparation, completion, appraisal and approval of compensation plans cannot be implemented on schedule. Up to now, these problems have been basically resolved. However, because the process must comply with the prescribed procedures, it is expected that it will not be until April 2025 that the agricultural land compensation plan can continue to be approved, compensation payments and site handover can be carried out.

The construction work is also being delayed due to the low and not seamless area of the handed-over site. Currently, contractors can mainly carry out construction at bridge locations, cross-culverts and pre-cast bridge components and girders, leading to unsatisfactory progress.

"The total capital plan expected to be disbursed in 2025 is over 964.5 billion VND. To ensure the disbursement is on schedule, it is necessary to speed up the site clearance progress, both contributing to the disbursement of compensation costs and creating conditions for handing over the site to contractors for construction, thereby achieving the value of the workload and proceeding with disbursement" - the investor informed.

In order to facilitate the project, the Provincial People's Committee has granted mineral exploration licenses to 4/9 sand mines. Currently, the construction contractor has submitted documents approving mineral reserves for all 4 mines. However, the time to process administrative records is long. According to the document receipt form, the time to complete the procedures for the sand mines of Xi Phong sand mine, Binh Chuong commune is June 24, 2025; the sand mine of Binh My commune (Eastern area) on July 23, 2025; the sand mine of Binh Minh commune (location 2) on July 28, 2025; the sand mine of Binh My commune (Western area) and the sand mine of Binh Minh commune (location 1) on August 26, 2025

The remaining 5/9 sand mines have not been exploited. Of which, a mine in Tay Thuan village, Binh Trung commune has been submitted by the contractor to the Department of Agriculture and Environment for appraisal of the mineral exploration project. However, people in this area do not agree with the exploitation. The remaining four mines have not been approved by competent authorities to prepare documents and carry out exploitation procedures.
