On August 19, the People's Committee of Quang Binh province said that it had just issued drastic instructions to promptly hand over the site in December 2024 of component project 2 - Nhat Le 3 bridge and roads at both ends of the bridge.
The project is designed to span Nhat Le River. The starting point of the route intersects with National Highway 1A in Luong Ninh commune (Quang Ninh district), the ending point of the route intersects with Vo Nguyen Giap street (in Bao Ninh commune, Dong Hoi city).
Construction of the bridge's lower part has now been completed, pouring concrete at the steel arch base; installation of bridge beams of span M1-T1; T8-T9 and T9-M2, are installing steel arches, casting bridge girders and the next items. Construction volume reaches about 55% of contract value.
The new project is constructing traffic route No. 1 with an area of about 0.25/3.24 hectares. Currently, the site clearance work is facing many problems, so the construction progress of the resettlement area is very slow.
However, up to now, the site clearance work has not been completed. The main reason is related to the compensation unit price, land disputes between households, relocation of graves... in the eastern bridgehead area (Bao Ninh commune).
Focus on site clearance
To solve the above problems in site clearance and promptly hand over the site to the investor to speed up the construction progress, Mr. Phan Phong Phu - Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for Implementation Project implementation - there have been instructions for units and localities to urgently focus on implementation.
Accordingly, for site clearance work in Bao Ninh commune, the Project Management Board continues to coordinate with the People's Committee of Bao Ninh commune in mobilizing households to comply with the State's legal guidelines and policies. in compensation and site clearance work. Coordinate to remove difficulties and obstacles in the process of determining land origin to complete site clearance in December 2024.
At the same time, Dong Hoi City People's Committee also directed the Department of Natural Resources and Environment to speed up land valuation procedures according to new regulations, completed in August 2024. Bao Ninh Commune People's Committee actively coordinates with the Investor and related units in determining the origin of land; Organize to mobilize households to agree with the land recovery policy.
For resettlement work, the Project Management Board coordinates closely with Dong Hoi City People's Committee and Bao Ninh Commune People's Committee to speed up implementation progress in compensation and site clearance stages; Priority is given to clearing land plots along traffic route No. 1 to allocate land for 18 households subject to resettlement in December 2024.
Dong Hoi City People's Committee directed the Department of Natural Resources and Environment and Bao Ninh Commune People's Committee to soon complete the case of Mr. Pham Thanh Dong's household encroaching on production forest land of the Dong Hoi and Coastal Protection Forest Management Board of Quang Binh province. in August 2024.
The Nhat Le 3 bridge project and the road at both ends of the bridge will start construction in early 2023 with a total investment of 1,300 billion VND. The road at both ends of the bridge is designed according to the urban main road level, with a design speed of 60 km/h, roadbed width from 23.5m to 54.5m, including 4 lanes. Project implementation period is until 2026. Project capital comes from the Central Government.
The project promises to create an important highlight in the picture of transport infrastructure and socio-economic development of Quang Binh province.
