Ho Chi Minh City Children's Palace project changes location and changes investment form

Ho Chi Minh City - The Ho Chi Minh City Children's Palace project, although started, will be stopped and changed location, switching from public investment to public-private partnership (PPP) form.

On the morning of April 18, the Ho Chi Minh City People's Council passed a resolution on stopping the investment policy for the Ho Chi Minh City Children's Palace construction project.

Previously, the Ho Chi Minh City Children's Palace project was approved for investment policy by the Ho Chi Minh City People's Council in 2016, officially started construction on October 10, 2025, with a total construction area of nearly 40,000m2, total investment of more than 1,124 billion VND, implemented in the period 2025 - 2028.

During the implementation process, the project has completed a number of preparation items such as temporary fences, camps, ground leveling reaching 100%, clamping reinforced concrete piles and testing pile load capacity. Up to now, the project has disbursed nearly 345 billion VND.

According to the Ho Chi Minh City People's Committee, the suspension of the investment policy for the Ho Chi Minh City Children's Palace project is because Ho Chi Minh City has agreed to implement the Central Square and Ho Chi Minh City Administrative Center project in the form of PPP, BT contract (build - transfer). The location of the Ho Chi Minh City Children's Palace project is located in this project area.

According to the planning adjustment plan, the construction location of Ho Chi Minh City Children's Palace will be exchanged for a adjacent land plot, and new works will be rebuilt.

The old land area will be converted into a green park belonging to the Central Square and Ho Chi Minh City Administrative Center project.

Currently, there are investors proposing to study the implementation of the Ho Chi Minh City Children's Palace project under a BT contract that does not require payment, using equity to design, construct and hand over the project in the form of "hand-to-hand key".

The design time is expected to be about 3 months, construction and completion in 12 months after being granted a construction permit.

The Ho Chi Minh City People's Committee agreed on the policy of receiving projects sponsored by investors according to the approved plan and design, and at the same time assessed that switching to the BT form without payment requirements could bring better financial and socio-economic efficiency.

Regarding the costs and volumes that have been implemented and accepted for completion of the Ho Chi Minh City Children's Palace project from the City budget, the investor of the Central Square and Ho Chi Minh City Administrative Center project has a written commitment to return to the state budget based on recording reasonable costs in accordance with legal regulations.
