Ho Chi Minh City agrees to build Central Square and new Administrative Center

Ho Chi Minh City - The Ho Chi Minh City People's Council has approved the investment policy for the Central Square and the Administrative - Political Center with a scale of nearly 47 hectares.

On the morning of April 18, the Ho Chi Minh City People's Council passed a resolution on the investment policy for the City Central Square and Administrative - Political Center project in the form of public-private partnership (PPP), Construction - Transfer (BT) contract.

The project has a total land use area of about 46.72 ha. In which, the Administrative - Political Center is planned with a total floor area of about 272,000 m2, meeting the working needs of about 8,000 officials, civil servants, public employees and workers.

The administrative center also serves from 1,500 - 2,000 people and businesses every day through a modern and synchronous "one-stop shop" system.

The project also integrates a conference - performance center with a scale of about 2,000 seats, meeting the needs of organizing large-scale political, economic, and cultural events.

Besides, there is a central lake landscape park system with symbolic works such as the Unification Monument, fountain, pavilion... creating a multi-functional public space, rich in aesthetic and ecological values.

The central city square will play the role of a large-scale open space, a place to organize important events, and at the same time serve the cultural and entertainment needs of the people.

The project is expected to be implemented in the period 2026 - 2028 and is divided into 4 component projects, including: Technical infrastructure and auxiliary works; Administrative center; Conference - performance center; Central square.

According to the Ho Chi Minh City People's Committee, after the process of arranging and merging administrative boundaries with Binh Duong and Ba Ria - Vung Tau, the City has become a special urban area with a scale of about 6,772 km2, a population of nearly 14 million people and 168 commune-level administrative units.

This leads to great pressure on administrative infrastructure when more than 8,000 officials, civil servants, and public employees are working scattered in many different headquarters, many places have deteriorated and no longer meet the requirements of modern operation.

The construction of a centralized administrative center is considered necessary to overcome the situation of dispersion and overload, while creating conditions for the implementation of the digital governance model, improving the effectiveness and efficiency of state management. This model also contributes to shortening the time to resolve procedures, increasing transparency and improving the quality of service for people and businesses.

Notably, the project not only has administrative significance but also shapes a new urban space towards sustainability. The system of parks, water surfaces and ecological landscapes is focused on development, aiming to create a "green lung" for the central area.

At the same time, the organization of architectural and artistic space in the central Thu Thiem lake area is expected to create a symbolic highlight, contributing to raising the urban status.

When completed, the Central Square and Administrative - Political Center complex will not only solve the problem of public service infrastructure but also become a space of intersection between politics, culture and community, contributing to positioning the image of a modern, dynamic and rich in identity Ho Chi Minh City.
