On June 29, in an exchange with reporters, Mr. Chu The Thanh - Deputy Director of TVN Group JSC said that the unit has continued to implement the project to renovate and upgrade the traffic road from National Highway 7B - Phan Dang Luu National Historical Relic Area, Hoa Thanh commune through National Highway 48E to the statue of comrade Phan Dang Luu, although facing many difficulties.
According to Mr. Thanh, due to long-term site problems, coupled with the time when the price of materials and supplies increased sharply, the construction cost of the project has now increased by about 30 billion VND compared to the initial estimate and contract.
The project has a construction value of about 45 billion VND, and 10 billion VND is for other costs. However, according to calculations between the initial price and the current price that supply units for materials and supplies require, the cost has slipped and increased by about 30 billion VND. This reality makes it very difficult for contractors" - Mr. Thanh said.
The project to renovate and upgrade the traffic road from National Highway 7B - Phan Dang Luu National Historical Relic Area, Hoa Thanh commune through National Highway 48E to the statue of comrade Phan Dang Luu has a total investment of 55 billion VND. The project is invested by the old Yen Thanh District People's Committee, now Yen Thanh commune; TVN Group Joint Stock Company is the construction contractor.
The project has a length of 2.95km, construction time from January 2025 to December 2027.
According to records, although the project is in the construction phase, the mobilization of machinery, equipment and human resources in some stages is quite sparse.
According to local people, the unfinished construction project has affected daily life and agricultural production.
Information from Yen Thanh commune said that currently only more than 800m of the existing road section in front of Mr. Phan Dang Luu's house has been asphalted by the contractor; more than 2.1km in the fields are under construction.
Mr. Nguyen Van Duong - Chairman of Yen Thanh Commune People's Committee said that in the early stages of implementation, contractors reflected difficulties due to lack of land. After the two-level government went into operation, the commune mobilized the entire political system to participate and handed over the entire site to the contractor.

According to the Chairman of Yen Thanh Commune People's Committee, on June 19, the contractor committed to mobilizing maximum resources in human resources, materials, and equipment to organize scientific construction, accelerate progress, and strive to complete ahead of schedule according to the signed contract, meeting the disbursement requirements of public investment capital in 2026 and the capital source in 2025 is allowed to be extended to 2026.
Explaining the difficulties, Mr. Chu The Thanh said that the project was bid in 2024 and implemented from the beginning of 2025. Initially, the investor handed over the site of the section in front of Mr. Phan Dang Luu's house, which is the repair and asphalt concrete paving section. After waiting for the site of other sections, by June 2025, the contractor had paved this section with asphalt concrete.
By October 2025, when there is an additional part of the site, the contractor will continue to deploy. However, from February 2026, gasoline and oil prices, raw materials will increase sharply, causing contractors to face difficulties in balancing costs.
Previously, during the inspection of traffic projects in Nghe An province in early June 2026, Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien requested contractors to focus maximum manpower, machinery, equipment, and organize scientific construction to accelerate progress and ensure project quality.
