7/15 packages are being implemented
The investment project to build a road connecting the coastal road to Van Bun intersection (Do Son district, Hai Phong) has a total investment of more than 959.1 billion VND, implemented in the period of 2019 - 2024 (after adjustment).
The total area of land clearance for the project is 16.67 hectares, involving 341 households and 9 organizations in the 3 wards of Ngoc Xuyen, Van Huong and Minh Duc (Do Son district). According to the People's Committee of Do Son district, the work has been basically completed, handing over the entire site to the contractor. 8 packages have completed 100% of the work according to the contract; 7 packages are being implemented according to schedule.
In particular, the construction progress of traffic and technical infrastructure items, some sections have been unloaded, some sections are expected to be unloaded by the end of February 2025 (section from Km280 - Km 1+100). Particularly for the section that does not need to treat weak soil from Km3+180 to Km 3+400, the contractor has dug the mold and added K95 roadbed sand, the volume has reached 50%...
Regarding the B1 bridge project, it is also expected to be completed in November 2024; the B2 bridge at Km 2+737 has been completed. Regarding the construction package No. 13 of the 110kV transmission line relocation project, 100% of the contracted volume has been completed so far, and the package settlement documents are being prepared.
Progress affected by storm no. 3
According to the report of the People's Committee of Do Son district, due to the impact of storm No. 3, the progress of contractors is slower than expected. Specifically, the storm flooded all the completed roadbed items, making it difficult to access for further construction, increasing the time to handle loading and unloading. On the renovated section, there were some landslides, rocks and soil falling onto the road, damaging the old roadbed structure and the old drainage system. Based on the remaining work volume, it is expected that the project will be completed by May 2025 at the earliest.
Not to mention, during the construction process at the intersection with the coastal road, there are 2 lighting poles belonging to the coastal road project, located within the road surface at the connecting position. The District People's Committee has requested the Hai Phong Coastal Road Investment Joint Stock Company to move the 2 lighting poles. The project has not yet disbursed the cost of paying for protection and development of rice fields, which is approximately 13 billion VND.
Faced with the above difficulties, the People's Committee of Do Son District proposed that the People's Committee of Hai Phong City allow the district to adjust the project implementation time until the end of 2025; direct and allow connection to the coastal road and move 2 electric poles within the intersection with the coastal road. The city also directed the competent authorities to issue a written response on determining the rice land protection fee to pay for the protection and development of rice land, as a basis for disbursing this cost.
