According to research, the Thanh Hoa - Sam Son landscape axis road project will start construction in 2023. The scale of the route is more than 2.3km long, with an investment of more than 631 billion VND.

The project is invested by the Sam Son City Construction Investment Project Management Board (now the Sam Son Construction Investment Project Management Board), expected to be completed in 2025.
However, according to the reporter of Lao Dong Newspaper, the project is currently behind schedule compared to the plan. Many locations have not been cleared, and the current status of the project is still in disarray.

The project has a total site clearance area of over 17 hectares, with 589 households affected. To date, the area handed over for construction has reached 13 hectares/424 households; the remaining 4.2 hectares/165 households have not been inventoried and compensation prices have been applied. In some cases, compensation plans have been approved but people have not agreed to receive the money.
The representative of the Sam Son Ward People's Committee said that the project is behind schedule due to many reasons, including slow site clearance and not yet arranged a resettlement area. In addition, the construction route passes through many locations with canals, ditches, and irrigation works, so it is difficult to implement.

Notably, on the construction road there is a ancestral tomb of two families, making site clearance even more complicated. The investor has inventoried and approved the compensation and support plan, but the people have not yet agreed.
To speed up the progress, on December 2, the People's Committee of Thanh Hoa province issued a document directing and requesting relevant units to review the area of land that has not been cleared, at the same time arrange resettlement and study the plan to relocate the cemetery.


The Provincial People's Committee also requested the locality to organize conferences, mobilize and propagate so that people can agree on compensation and resettlement support plans, and soon complete site clearance work for project construction.
