According to the Ho Chi Minh City People's Committee, the city has issued a document on reviewing contents related to the BOT project - upgrading and expanding National Highway 13 section through the old Binh Duong province.
Accordingly, the Ho Chi Minh City People's Committee agreed with the proposal of the Ho Chi Minh City Department of Finance to establish a Working Group to resolve problems related to the project, review legal documents and related backlogs. At the same time, advise on handling and resolving the conclusions and directions of the old Inspectorate of the Ministry of Planning and Investment, the Inspectorate of the Ministry of Finance and the State Audit of Region IV.
Currently, the Department of Construction is coordinating with departments and branches to implement tasks to ensure progress according to the direction of the Ho Chi Minh City People's Committee.

It is known that the project to expand National Highway 13 from 6 to 8 lanes, a section nearly 15km long, was started in early 2022. The initial investment capital was 1,400 billion VND, then approved for adjustment to 6,255 billion VND.
This project was implemented in BOT form and was approved for investment policy by the old Binh Duong Provincial People's Council from 2019, then the investment policy was adjusted in 2024. After the State Audit Office gave opinions on the project, in June 2025, the old Binh Duong Provincial People's Council continued to approve the investment policy adjustment.
According to records, the 9.5km section from Ong Bo bridge intersection to Le Hong Phong intersection has completed asphalt paving to expand from 6 to 8 lanes. The remaining section is being accelerated in construction progress.
