The National Highway 13 upgrade and expansion project is invested by Becamex IDC Corporation (a company under the People's Committee of Binh Duong province, now under the People's Committee of Ho Chi Minh City).
National Highway 13 was invested in expanding from 6 to 8 lanes, a section about 15 km long from Vinh Binh Bridge to Le Hong Phong intersection (formerly through Binh Duong).
The project is targeted to be completed and put into use by the end of 2023. To speed up the progress, the units will follow the motto of "construction is as far as the site is available".

However, due to land clearance problems, the project has fallen behind schedule. The relocation of the power grid along National Highway 13 and the time-consuming compensation and site clearance work have greatly affected the project.
According to records, the section from Vinh Binh Bridge to Aeon Mall Binh Duong supermarket, about 9km long, has not yet been relocated. New electric poles have been built, but the old poles have not been removed. Some places are still stuck with civil housing projects and organizational facilities.

The remaining 6km section from Aeon Mall Binh Duong supermarket to Le Hong Phong intersection has reached nearly 100% of the site clearance.
Currently, the units are speeding up the construction progress, the two expanded lanes have completed the rolling, paving stones and are being paved with asphalt (reaching about 70%). People expect that this 6km long road will be accelerated, completed and put into use in 2025.




Proposal to continue legal procedures of the project
Before merging into Ho Chi Minh City, the People's Council of Binh Duong province issued a resolution to adjust the investment policy for the BOT project to upgrade and expand National Highway 13, with a total investment of VND 6,255 billion. Of which, the participating capital of the State is VND 4,090.6 billion (accounting for 65.4% of the total adjusted investment), covering the site clearance item. Investor and mobilized capital is VND 2,164.4 billion, accounting for 34.6% of the total adjusted investment.

Becamex IDC Corporation said that the enterprise is recommending the Ho Chi Minh City People's Committee to carry out previous legal transition procedures to approve the BOT project adjustment as a basis for implementing the next steps.
