The Dung Quat - Sa Huynh coastal road project, phase IIb, has a total investment of nearly 900 billion VND, the route length is more than 16.2 km, including 4 sections passing through Binh Son district, Quang Ngai city and Mo Duc district. The project is invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board. The project implementation period is from 2022 to 2025. Although the deadline is approaching, the project is struggling due to land clearance problems.
Talking to reporters of Lao Dong Newspaper, the investor's representative said that up to now, the project has handed over 6.1/8.83 hectares of land, reaching 69%. Of which, Binh Son district has 2.2/3.38 hectares, reaching 65%, Quang Ngai city has 3.9/5.45 hectares, reaching 71.5%. The section through Mo Duc district alone has been handed over 6.935/7.085 km, reaching 98%.

The site clearance work is delayed, not ensuring the site handover for construction. From 2024 to now, no compensation plan has been approved, leading to limited site handover for construction and little progress. The section through Quang Ngai city has not been able to hand over more land since 2024, the section through Binh Son district has only handed over an additional 300m.
Faced with this situation, the investor is requesting the People's Committee of Binh Son district to urgently adjust specific land prices to calculate compensation for agricultural land. Approving the plan, handing over 1.9 hectares of land (agricultural land, non-agricultural land other than residential land) no later than June 10, 2025 and 0.36 hectares (residential land + land without documents) no later than June 30, 2025.
Establish procedures according to regulations to enforce land recovery for 8 households and individuals/8 plots of land that do not agree to receive money and hand over the site (the Provincial Land Fund Development Center has completed, supplemented documents and proposals in Submissions from No. 53-60/TTr-TTPTQD dated February 19, 2025) and continue to organize the mobilization of 2 households to receive money and hand over the site; complete no later than June 10, 2025.
For the People's Committee of Quang Ngai City, direct the resolution of problems in the process of appraising compensation plans such as: determining demographics to calculate support, support for stabilizing production... to promptly appraise and approve compensation plans to ensure the required progress.
The Provincial Land Fund Development Center and the Mo Duc District Land Fund Development Center must focus on speeding up the progress of site clearance, urgently completing documents and procedures to submit for appraisal and approval of compensation plans to ensure the area according to the direction of the Chairman of the Provincial People's Committee in Notice No. 148/TB-UBND dated March 25, 2025.
