Construction site is as good as it is
According to the reporter of Lao Dong Newspaper, in package No. 9 of the Ring Road 4 parallel road project in the Capital Region through Duong Hoa commune (Hanoi), dozens of machines and workers are implementing the asphalt paving project.
Mr. Nguyen Hoang Hai - Commander of Package 9, Vietnam Construction and Import-Export Corporation (Vinaconex) said that after about 2 years of construction, up to now, Package 9, nearly 22km long, has completed about 68% of the value of the package.




To complete the project by the end of this year, Mr. Hai said that the unit has deployed many construction teams, constructing "3 shifts"... trying to complete it according to the set schedule. However, the project implementation process has encountered many difficulties when there are still nearly 3km of the package that have not been cleared.
"Due to lack of clean land, these sections have been cut off, greatly affecting the simultaneous implementation of the entire route. In addition, all areas lacking land have not been implemented, which risks slowing down the overall progress of the entire project" - Mr. Nguyen Hoang Hai said.
Explaining the lack of land will greatly affect the progress of the parallel road by the end of this year, the commander of package 9 said that after having a clean site, the contractor can start construction, it will take at least 6 months to complete, while it is now the beginning of August.
There are still 18 points with land clearance problems
The project to build the parallel road of Ring Road 4 in the Capital Region through Hanoi city is about 57.52km, passing through 17 wards and communes.
According to the representative of the Hanoi Traffic Infrastructure Construction Investment Project Management Board, up to now, the capital has approved the plan and reclaimed 792.73/802.85 hectares of land. The remaining area of 10.12ha of 11/17 wards and communes; 590/953 households have been handed over residential land, of which 436/734 households have been resettled. The tomb was moved 10,338/10,345, with 7 remaining tombs.
In addition, the project has completed the relocation of high-voltage power. Localities are mobilizing technical infrastructure (medium-voltage, low-voltage, information systems, water supply, etc.) in the areas of 15/17 wards and communes. The volume of travel with this item reached about 70%. It is expected to complete the relocation of technical infrastructure items in August 2025 for the area not related to residential land.
Also according to the representative of the Hanoi Traffic Infrastructure Construction Investment Project Management Board, the site clearance rate for the entire project is currently nearly 99%. There are 18 interruptions on the route, which have not been cleared, mainly residential land.


This is the most difficult part and needs to be completed as soon as possible to ensure overall progress. In addition, the supply of commercial construction materials is very scarce, pushing up costs, seriously affecting the progress and construction costs of many projects.
The Hanoi Traffic Infrastructure Construction Investment Project Management Board recommends that localities focus on resolving remaining difficulties and problems in site clearance, and promptly hand over the remaining site in September 2025.
