Component project 1.1: Compensation, support, resettlement (including highway system, parallel roads (urban roads), technical infrastructure and national railway reserve corridor in Hanoi) under the Hanoi Ring Road 4 Construction Investment Project with a total investment of VND 13,362 billion.
Of which, the cost of compensation, support, and resettlement is more than 11,252 billion VND; the cost of building resettlement areas is more than 960 billion VND; relocating high-voltage power is more than 530 billion VND and some other costs.
Component project 1.1 is implemented with central budget and local budget capital; the time for preparing and implementing the investment project is from 2022 to the end of the second quarter of 2025.
As of the end of July 2025, the project has reclaimed more than 98.74% of land; moved graves to 99.93%; completed 13/13 resettlement areas, approved plans for 590/953 households (reaching about 62%). However, the relocation of technical infrastructure has not been completed.
Some localities are still struggling with residential land, typically Me Linh commune, with 142/419 plots of residential land that have not yet approved the plan. In addition, there are over 50 households that have approved plans to receive money or have not received compensation and support and have not yet handed over the site (in the communes of Quang Minh, Tien Thang and Me Linh).
Meanwhile, the remaining 26/111 households with recovered residential land did not agree with the compensation and support plan; the remaining 21/69 households in Hoai Duc commune; Yen Nghia ward is determining a plan to compensate and support the affected part for houses and construction works that were demolished or partially cut to serve site clearance (GPMB) for residential land; Binh Minh commune is stuck with 22 households with residential land.

Previously, on July 31, the Hanoi People's Council Delegation (election unit No. 25.5) met with voters in the communes of Dan Phuong, O Dien, Lien Minh after the 25th session of the Hanoi People's Council.
At the conference, a voter of O Dien commune made a recommendation regarding the site clearance of the Ring Road 4 in the Capital region through the commune.
According to voters, there are 90 households in the project that must be cleared, but so far only 66 households have been approved for resettlement land, the remaining households have not been granted resettlement land for many reasons.
Of which, many households had to reclaim more than 600m2, some households up to 1,000m2 were not resettled, because there was still a remaining land area within the quota. Most of the households are densely populated and have stable houses on the land. Some households have had their parents give them land to build houses for many years, but there are no conditions for dividing the plots.
Therefore, voters recommend that the city consider a special policy so that the above households have a place to live during the land acquisition.
In order to remove obstacles in compensation, support, site clearance and resettlement that prevented the project from being completed on schedule, the Chairman of the Hanoi People's Committee recently signed a decision to adjust the progress of Component Project 1.1.
Accordingly, the project implementation period will be extended until the end of the fourth quarter of 2025. All site clearance work must be completed in the third quarter of 2025; acceptance, handover and settlement procedures will be carried out in the fourth quarter of 2025.
The Hanoi City Traffic Construction Investment Project Management Board is the overall investor of the project, responsible for comprehensive legal responsibility for the accuracy, legality of information, data and efficiency of management and use of investment capital.
The People's Committees of localities where the project passes through are assigned to speed up the progress of site clearance, actively propagate and mobilize people to comply with the city's policies.
