The Ministry of Agriculture and Environment has just sent an official dispatch to the People's Committees of provinces and cities from Quang Tri to Khanh Hoa on proactively responding to heavy rain, floods, inundation, flash floods, and landslides.
The document stated that in the recent past, the Central region has experienced prolonged heavy rain causing floods, historic inundation, serious damage to people, property, infrastructure and socio-economic activities; currently, provinces and cities are still focusing on overcoming the consequences.
It is forecasted that from the night of November 15 to November 18, the area from Hue city to Gia Lai will have heavy rain with common rainfall of 250-500mm, locally over 700mm; the South of Quang Tri, Dak Lak, Khanh Hoa will have common rain of 150-300mm, locally over 400mm, warning of the risk of heavy rain over 200mm/3 hours.
From November 19, widespread heavy rain is likely to continue to occur in the area from Da Nang to Khanh Hoa. Heavy rain is likely to cause flooding in low-lying areas, urban and industrial areas; flash floods on small rivers and streams, landslides on steep slopes.
To proactively respond to heavy rain, floods, inundation, landslides, and flash floods, the National Civil Defense Steering Committee recommends that People's Committees of provinces and cities:
Closely monitor forecasts and warnings of heavy rain, flood risk, flash floods, landslides and provide timely and complete information to local authorities and people to proactively prevent them; at the same time, continue to mobilize all resources to urgently overcome the consequences of the recent natural disasters.
Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of floods, flash floods, and landslides to proactively clear the flow in areas with congestion; proactively organize the relocation and evacuation of people to safe places and have plans to support food and necessities for people in evacuation areas.
Arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
Inspect, review, and implement measures to ensure the safety of vulnerable works, under construction works, small reservoirs that are full of water, mines, and mineral exploitation areas; proactively operate the discharge of water from reservoirs to prioritize the acquisition of flood reduction capacity for downstream; arrange standing forces ready to handle possible situations.
Proactively drain water to prevent flooding to protect production, industrial parks, urban areas, and residential areas.
Depending on the reality in the locality, students are decided to stay home from school when there are heavy floods.
Prepare forces, vehicles, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations, especially in areas at risk of being isolated.
The 7 provinces that received the document include: Quang Tri, Hue City, Da Nang City, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa.
