On December 26, the Tran Van Thoi Regional Health Center, Ca Mau province officially stopped implementing the Decision to appoint the Director of Song Doc General Clinic for Ms. La Bich Ly.
This is the second time this agency has stopped the appointment of officials under its unit. Previously, Ms. Ly was accused of many violations. During the verification process, the Inspectorate of the Ca Mau Provincial Department of Health determined that Ms. La Bich Ly had many violations.
Previously, on December 12, Tran Van Thoi Medical Center, Ca Mau announced the implementation of the Decision for Ms. Ly but temporarily postponed it for consideration.
According to the conclusion, Ms. Ly enjoys a monthly standing allowance, but is not on duty regularly at the unit, sleeps at home at night and only directs in the form of semi-boarding, but still pays the allowance, contrary to regulations.
Ms. Ly was determined to have signed the referral letter first to serve the referral but did not organize a consultation; the verification team collected the referral letter that had been signed and stamped but had no content, and was determined to have signed the "white" referral letter.

The inspection conclusion also stated that from April 21 to April 24, 2023, Ms. Ly traveled to Con Dao, but was still arranged a duty schedule and received duty pay on April 22 and 24, when she had not been approved for leave. Ms. Ly arbitrarily let a staff member of the Song Doc Regional General Clinic, her daughter, take a 15-day leave to practice at the end of the course, exceeding her authority according to working regulations...
From the inspection conclusion, the Ca Mau Department of Health requested the Director of the Health Center Tran Van Thoi to specifically direct the accounting department to collect the total amount of money to be recovered from Ms. Ly during the time of paying on-duty money not in accordance with regulations; Request the Director of the Health Center Tran Van Thoi to direct Ms. Ly in installing cameras to ensure the supervision of the operations of departments in the unit and ensure the rights, interests, and privacy of patients; Request the Director of the Health Center Tran Van Thoi to review and take disciplinary action against Ms. La Bich Ly in her role as an exemplary leader in paying on-duty money, leave, management and administration.
Implementing this conclusion, Tran Van Thoi Medical Center issued a decision to discipline Ms. Ly in the form of a reprimand; in 2025, Ms. Ly was classified as not completing her tasks; forcing Ms. Ly to remedy the consequences for the amount of 38 million VND to be paid for remedy after the inspection conclusion.
However, as of December 26, Ms. Ly had not yet remedied the consequences.
Explaining why Ms. La Bich Ly was identified as having many violations, while being disciplined and classified as not completing her tasks but still being appointed by the Center, the leader of Tran Van Thoi Medical Center said that previously, Ms. Ly held the position of Head of Song Doc General Clinic. After this unit merged into Song Doc Health Station, Ms. Ly's decision to hold the corresponding position was not announced.
In the process of arranging and merging the health station system, the initial policy was to maintain and simultaneously announce management titles.
