Construction started at the end of 2022, the Tran Quoc Hoan - Cong Hoa connecting road project (Tan Binh district) is more than 4km long with a total investment of more than 4,800 billion VND.
When completed, this route will directly connect to Tan Son Nhat Airport's T3 terminal (expected to be operational on April 30, 2025), opening up additional access to the airport and reducing pressure on the main entrance on Truong Son Street.
This is a completely new route, starting from the Tran Quoc Hoan - Phan Thuc Duyen intersection and ending at the C12 - Cong Hoa - Truong Chinh intersection. The main route is from 25m to 48m wide, including 6 lanes, with two connecting branches from 3 to 4 lanes wide.
The project also builds two underpasses: one at the Tran Quoc Hoan - Phan Thuc Duyen intersection and one at the Truong Chinh - Tan Ky Tan Quy intersection.
According to the latest report from the Ho Chi Minh City Traffic Construction Investment Management Board (investor), the project has completed about 85% of the work volume.
The underpass and road system package from the beginning of the route to Thang Long Street has reached 99% progress. Of which, the underpass at the Tran Quoc Hoan - Phan Thuc Duyen intersection has been open to traffic since August 10.
Other major packages such as the overpass in front of T3 terminal and the mid-route road system have been completed from 75% to 95% and are expected to be completed and open to traffic before December 31, 2024.
However, package 13 - related to road construction and expansion of Truong Chinh Street at the end of the route, is facing obstacles in terms of land.
Since the start of construction on September 30, 2023, this road section has only reached 65% of the work volume because the land has not been handed over from 68 households.
It is expected that this package will be completed before February 28, 2025 - on condition that Tan Binh District People's Committee hands over the site as soon as possible (at least 2 months before the entire route is opened to traffic).
Initially, Ho Chi Minh City set a target of opening the entire Tran Quoc Hoan - Cong Hoa road to traffic on December 31, 2024, but due to difficulties in site clearance, the project was forced to be delayed by another 2 months.
According to the plan, the capital of 373 billion VND for site clearance this year in the project has not been able to be disbursed because the resettlement procedures for related households have not been completed.
To ensure progress, the investor has requested the People's Committee of Tan Binh District to speed up the completion of documents and related procedures, issue a decision to reclaim land and approve the compensation and resettlement support plan before November 15, 2024.
This process will help ensure the disbursement of public investment capital in 2024 and early handover of the site before November 30, 2024 so that the contractor can start construction on time.
In addition, Tan Binh district is also required to urgently complete dredging of the A41 canal before November 15, 2024 to synchronously connect with the drainage system of the Tran Quoc Hoan - Cong Hoa connecting road, ensuring drainage capacity when T3 station comes into operation.
