The schools found to have errors include: Thuan Duc Primary and Secondary School, Dong Son Secondary School No. 1, Loc Ninh Kindergarten, Nam Ly Secondary School No. 1, Duc Ninh Primary School, Hai Thanh Kindergarten, Dong My Primary School, Bao Ninh Primary School No. 2 and Nam Ly Primary School No. 3, period 2021-2023.
The errors here are mainly in developing plans for purchasing new assets, equipment, and tools without paying attention to reviewing and allocating funds for maintenance and repair of equipment, tools, and instruments; the procedures for making budget estimates for maintenance and repair of public assets of units are not in accordance with the regulations of the Ministry of Finance.
The procurement of assets, equipment, and tools for teaching and learning has not been implemented in accordance with the regulations of the Ministry of Finance, such as: Not making a plan to select contractors for the entire budget for purchasing assets, goods, and services assigned at the beginning of the year and making additional plans for additional budget items assigned during the year to submit to the Chairman of Dong Hoi City People's Committee for approval; not selecting suppliers through competitive bidding or open bidding online to improve the efficiency of capital use.
Through inspection, most school units still conduct multiple purchases in the form of designated bidding.
Some bid packages for repairing, renovating and upgrading assets and equipment from the budget support of Dong Hoi City People's Committee were implemented according to the shortened bidding process, but information on the contractor selection plan and contractor selection results were not posted according to the provisions of the 2013 Bidding Law.
Error in procedure
The valuation and preparation of valuation reports for asset purchase packages with a value of less than 100 million VND have not been carried out in accordance with the regulations of the Ministry of Finance and the Provincial People's Committee.
In some cases, decisions on the establishment of a price appraisal council, minutes of the price appraisal council meeting, and conclusions on the price appraisal results according to the form prescribed by the Ministry of Finance have not been issued (Nam Ly Secondary School No. 1, Duc Ninh Primary School, Bao Ninh Primary School No. 2, Nam Ly Primary School No. 3).
Regarding the management and use of assets, facilities, and teaching equipment, through inspection, it was found that all schools have not exploited and used them well for management and internal transfers...
Dong Hoi City Inspectorate recommended reviewing and drawing experience from the Principals of the following schools: Thuan Duc Primary and Secondary School, Dong Son Secondary School No. 1, Loc Ninh Kindergarten, Nam Ly Secondary School No. 1, Duc Ninh Primary School and Dong My Primary School for the 2021-2023 period due to shortcomings in management and use of funding sources that have been pointed out.
Dong Hoi City Finance Department (the unit in charge of funding sources) said that during the 2021-2023 period, the department has repeatedly issued documents instructing schools on the use of funding sources.
In the years, the department also sent people to inspect schools. When errors were discovered, they advised the City People's Committee to issue specific instructions on financial issues. The schools made errors in procedures and did not cause budget losses.
In 2023, the Finance Department will have a specialized inspection team visit 10 schools, and after detecting errors, they will correct them. In the coming time, the Finance Department will continue to issue guidance documents for schools to comply with regulations when managing and using funding sources.
