Thousands of households in the highlands of Lao Cai hope to relocate to safe places
On the first days of heavy rain in the season, the small kitchen of Mr. Lu A Lau's family (Che Tao commune) became an impromptu shelter. The wooden house in front was damaged by soil and rocks from the positive slope behind, after heavy rains.
Although he had moved to the kitchen to avoid danger, the high embankment behind was still causing his family to always be insecure every time it rained. Mr. Lau only hoped for a safe piece of land to rebuild the house, because "every time it rained heavily, no one in the whole family could sleep.
According to local statistics, during the rain and flood from the end of July alone, Che Tao commune had 43 houses damaged. Among them, 11 households had to be urgently relocated, but so far there has been no resettlement place.
Or in Lao Chai commune, the storm in August seriously affected nearly 100 households. Some families just repaired their houses after the landslide last year, but this year they continue to face the risk of having to leave.
According to Mr. Sung A Lu - Vice Chairman of Lao Chai Commune People's Committee, taking people out of dangerous areas is necessary, but the more difficult problem lies in helping them to live stably in their new homes. Many households still have to return to their old homes because they still have fields, production land and income. If resettlement is not linked to livelihoods, it is very difficult to retain people.
In the period 2021-2025, Lao Cai and Yen Bai before merging have implemented policies to support population arrangement and arrangement according to actual conditions. The whole province has relocated and arranged 3,262 households in 3 forms: concentration, interspersal and on-site stabilization.
After Lao Cai and Yen Bai are merged, according to the review of communes and wards, in the 2026-2030 period, Lao Cai province has 7,289 households registered for population arrangement and stabilization needs, with a total estimated cost of about 296.7 billion VND.
Among these, 5,126 households need to move in a concentrated manner; 1,147 households move interspersed and 1,016 households need to stabilize on the spot.
Faced with that requirement, Lao Cai is developing a unified policy on population arrangement and stabilization for the period 2026-2030, replacing previous regulations that are no longer suitable after the merger.
According to the proposed draft policy, the support level for some forms of population arrangement will be increased. For households arranged centrally, the expected support level is 30 million VND/household. For inter-agency forms, the total support level is maximum 98 million VND/household.
For households that cannot be relocated, the on-site stable support level is expected to be 30 million VND/household to reinforce works, prevent and combat landslides, and ensure housing safety.
Leaders of Lao Cai province informed that the arrangement and resettlement of residents in the coming period must be carried out in the direction of bringing people out of places at risk of natural disasters but at the same time creating conditions for them to stabilize their lives in new places of residence.
Bringing people out of disaster-prone areas is only the first step. The important thing is to create conditions for people to feel secure in new housing, have production land, have livelihoods, and have essential conditions to stabilize their lives" - the leader of Lao Cai province emphasized.
Hue City accelerates construction of embankment against riverbank erosion on Bo River
According to local people, riverbank erosion has occurred for a long time. Every time floodwaters rise, strong currents directly impact the banks, causing garden land to be swept away. Unreinforced locations are increasingly eroded, narrowing the distance with people's houses and roads.
In Phong Thai ward, local authorities determined that landslides are posing a risk to about 20 households. Notably, some points are located along Provincial Road 11B. If they continue to be eroded deeply by water without protection solutions, landslides may affect the roadbed, causing traffic unsafety.
Reality shows that the positions where embankments have been built basically limit the situation of riverbanks being swept away. However, in the uninvested sections, the risk is still present, especially when the rainy and storm season is approaching.
Faced with the above situation, Hue City has implemented embankment projects in areas at high risk of landslides. In Phong Thai ward, a large-scale project is under construction with the aim of protecting residential areas and traffic routes running along the Bo River.
The Bo River bank landslide prevention embankment project phase 2, invested by the Project Management Board for Construction Investment Area 2, has been implemented since May 2026. The project has a length of about 1,750m, with a total investment of 25 billion VND, of which construction costs are about 21 billion VND. The project includes building about 1,200m of new embankment and repairing and upgrading 550m of existing embankment. Besides the main embankment, the project is also invested in a drainage system, pedestrian paths and some auxiliary items.
According to Mr. Tran Duc Phuoc - project manager of Area 2 Construction Investment Project Management Board, the project is expected to be completed in November 2026. The project aims to protect residential areas in Bo Dien residential group and areas along Provincial Road 11B.
Recorded on the afternoon of September 10, at the construction site along the Bo River through Phong Thai ward, many machines and workers are simultaneously deploying items. Excavators are dredging land, creating ground; workers are pouring concrete on the dyke slope, completing the embankment foundation to continue reinforcing.
Not only in Phong Thai, some other areas in the area are also implementing landslide prevention solutions. In Dan Dien commune, the Bo River landslide prevention embankment project invested by the Area 2 Construction Investment Project Management Board has been basically completed, preparing for acceptance and putting into use.
Meanwhile, in Quang Dien commune, the emergency landslide treatment project on the Rao Cung riverbank is also being accelerated, expected to be completed on September 15. The project is more than 1,054m long, with a total approved investment of 15 billion VND, implemented from June.
Mr. Nguyen Anh Cau - Chairman of Quang Dien Commune People's Committee - informed that the project, in addition to building the embankment line, also has 4 culverts, 3 wharves and 3 roads connecting from the existing road to the embankment. The project aims to stabilize the riverbank, ensure drainage, serve travel, and directly protect 7 households, production land and key bridge abutments.
Da Nang spends 7,000 billion VND and deploys 9 flood control projects
To proactively handle urban flooding in the rainy and storm season of 2026, Da Nang City People's Committee has directed departments, branches, and localities to drastically implement natural disaster prevention and control according to the "four on-the-spot" motto, putting the safety of people's lives first.
The immediate focus is to focus on dredging and clearing the drainage system and regulating lakes; lowering the water level of regulating lakes to the lowest level; cleaning water intake gates and dismantling odor-proof covers installed by residents themselves. At the same time, urgently complete the missing water intake gates, move technical infrastructure out of the drainage system and tighten the Urban Flood Response Scenario. In particular, the City People's Committee has agreed to allow the implementation of 9 small-scale drainage renovation and repair projects in the central area, determined to complete them in 2026.
In the long term, the central urban area of Da Nang is focusing on implementing 12 large drainage projects (with 4 projects completed in 2026, the rest completed before the 2027 rainy season). In which, the city is promoting the project "Urban Development and Flood Control adapting to climate change in the South of Da Nang City" with a total investment of about 7,000 billion VND. This project not only thoroughly solves the flooding problem for southern cities such as Tam Ky (old), Hoi An and surrounding areas, but also strengthens infrastructure connection, develops green space, water surface space, creating motivation for sustainable socio-economic development.
