With a total investment of more than VND 3,043 billion, the 991B road project is being urgently constructed to complete the backbone traffic axis connecting Bien Hoa - Vung Tau expressway, National Highway 51 and Cai Mep - Thi Vai port cluster. When completed, the route is expected to become an artery for transporting goods from industrial parks and seaports to National Highway 51 and Bien Hoa - Vung Tau Expressway, while reducing traffic congestion in Phu My area and enhancing inter-regional connectivity.
Currently, the project has reached 86% of the construction volume, of which package No. 36 has completed more than 90%, package No. 37 has reached about 76%. Many construction points are deployed simultaneously along the route, focusing on roadbed locations, river overpasses and National Highway 51 overpasses.

At the construction site, hundreds of engineers and workers are working urgently. Along the route, construction teams simultaneously deploy plastic beams, rolling the foundation, tying steel and pouring concrete to ensure progress.

At the National Highway 51 overpass area, the project's most complex structure, construction forces are mobilized. Engineers regularly check the elevation and technical specifications to ensure the progress and quality of the project.

The 991B road project is over 9.7 km long, starting at the intersection with Hoi Bai - Toc Tien road (near Bien Hoa - Vung Tau expressway), ending at the Cai Mep - Thi Vai port inter-line. On the route, there are a series of large-scale projects such as the National Highway 51 overpass, Rach Tre bridge, Rach Ong bridge, Mo Nhat bridge and key inter-regional intersections.

Along the construction site, groups of workers are urgently focusing on completing the final items. A roadbed construction worker said: "Every day starts at 6am, sometimes overtime until late at night. Although tired, everyone tries because this road is very important, making it convenient for goods to enter and exit the port, making it easier for people to travel."
A representative of the Project Management Board said that contractors are required to mobilize maximum human resources, equipment, materials, organize construction in "3 shifts and 4 teams" to ensure the goal of opening the basic route in 2025. In addition, the teams simultaneously paved asphalt concrete, installed drainage systems, lighting and completed the National Highway 51 intersection. Every week, the Management Board organizes a meeting on site, checking progress and immediately handling technical and material problems.

When completed, route 991B will become the traffic backbone of Cai Mep - Thi Vai port area, directly connecting National Highway 51 with the inter- port road system, opening up new development space for industrial parks, logistics services and port cities in Ba Ria - Vung Tau, formerly under Ho Chi Minh City.
