On August 10, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan directed heads of departments and localities to strictly implement citizen reception work, promptly resolve complaints, denunciations, recommendations and reflections from citizens.
Units need to grasp the situation of complaints and denunciations; review incidents occurring in the management area; develop a plan and organize regular and surprise citizen receptions; promptly handle petitions in accordance with regulations.
Strengthen public and democratic dialogue, respect and listen to the legitimate aspirations of the people, solve them right from the grassroots so as not to create "hot spots", especially during the implementation of the two-level local government, preparing for Party Congresses at all levels, elections to the National Assembly and People's Councils for the next term. Mr. Pham Anh Tuan assigned the People's Committees of communes and wards to direct units and organizations to mobilize relatives of citizens who are filing lawsuits in Hanoi, in order to persuade them to return to their localities and not continue to file lawsuits that cause disorder.
Localities consider and apply the State's social security policy to support cases of complaints with real difficulties in housing, employment, and income due to the impact of site clearance for projects, in order to help citizens stabilize their lives and end the complaint.
Have a plan to quickly respond to complex situations, promptly prevent bad actors from taking advantage, and incite complaints that complicate security, politics, and social order and safety. Timely handle citizens moving to Hanoi City to gather crowded places to complain and denounce.
The Provincial Police are assigned to develop a plan to ensure security and order at the provincial and commune-level citizen reception headquarters; promptly respond when complicated situations occur; take measures to bring citizens who are holding complaints in Hanoi back to their localities.
Collect sufficient documents and evidence to strictly handle citizens who violate the law while exercising the right to complain and denounce, especially those cases that have been notified by the Chairman of the Provincial People's Committee to stop receiving petitions to resolve the case, but deliberately take advantage of the right to complain and denounce to act beyond the limit, disturbing public order.
