Answering about health insurance contributions for permanent residents in safe zone communes

The social insurance agency has just answered citizens' questions about cases of people belonging to many subjects participating in health insurance.

On the Government Portal, reader H.M in Vinh Long asked: Do people permanently residing in safe communes go to work at businesses and have participated in health insurance, do they have to pay health insurance according to the company or are exempt from paying?

Regarding this issue, Vinh Long Provincial Social Insurance said that, based on Article 12 of the amended and supplemented Health Insurance Law in 2024, readers simultaneously belong to two groups of health insurance participants including:

Groups paid by employees and employers, applicable to people working under labor contracts from 1 month or more.

The group contributed by the state budget, applied to permanent residents in revolutionary zone safe communes, has been updated information in the National Population Database.

According to Clause 5, Article 13 of the amended and supplemented Law on Health Insurance in 2024, people who simultaneously belong to many different health insurance participants will pay health insurance according to the first subject determined according to the order of subjects specified in Article 12 of the Law.

Because the group of workers is ranked before the group contributed by the state budget, when working at enterprises, workers are subject to compulsory social insurance and health insurance and must participate and pay health insurance according to this group.

Thus, in case a person is permanently residing in a safe zone but works at a business, they still have to pay health insurance according to the business.

Regarding health insurance benefits, Clause 2, Article 22 of the amended and supplemented Health Insurance Law in 2024 stipulates that people belonging to multiple health insurance participants are entitled to health insurance benefits according to the object with the highest benefits.

Accordingly, the health insurance card of a person permanently residing in a safe zone commune will be converted to this subject's benefit code with a benefit level of 100% when going for health insurance medical examination and treatment in accordance with regulations.

To change the health insurance card benefit code for safe zone (100%), participants perform the following steps:

Access the Public Service Portal of Vietnam Social Security.

Log in to your VssID account.

Select File Declaration.

Select procedure code 612c: Re-issuance, exchange of health insurance cards due to changes in personal information, subject code, benefit code, place of residence of the subject.
