Many "bottlenecks"
On November 9, the People's Committee of Quang Binh province said that administrative reform in the first 9 months of the year was implemented synchronously in all fields, contributing to improving the investment and business environment, reducing inconvenience for people and businesses, increasing investment attraction and promoting socio-economic growth.
The direction, management and implementation work was carried out synchronously, closely following reality, promptly, flexibly and effectively; institutional reform, monitoring and law enforcement were directed resolutely, promptly amending resolutions and decisions that were no longer in line with current regulations; administrative procedure reform and improvement of the investment and business environment were promoted; organizational reform was carried out resolutely, arranging commune-level administrative units to ensure regulations; civil service reform had many changes, administrative discipline was given attention; public finance reform was actively implemented.
The Provincial People's Committee has established many working groups to remove difficulties for businesses, budget collection has achieved many results, disbursement of public investment capital, business development has had many changes; the construction and development of e-government and digital government have been implemented drastically, effectively and practically.
In addition, there are many limitations pointed out by the People's Committee of Quang Binh province, the direction and administration of administrative reform in some departments, branches, and district-level People's Committees are still passive, inflexible, not meeting practical requirements, and not highly effective, especially in removing difficulties and obstacles for production and business activities of people and enterprises.
Institutional reform and law enforcement monitoring in some places still have outstanding documents, and have not yet advised on the final handling of overlapping, contradictory, and expired documents, especially new documents such as: Laws, Resolutions of the National Assembly, Decrees of the Government, circulars of specialized ministries with content assigned to localities for detailed regulations and implementation measures.
Administrative procedure reform is still slow, procedures are still cumbersome (announcement and publicity are still slow and not strict; implementation of administrative procedure simplification plans is still very slow; simplification of regulations related to business activities and internal administrative procedures is still not proactive).
The organizational arrangement still reveals many shortcomings; in some places it is still mechanical, the arrangement of administrative units, streamlining of staff, building a streamlined apparatus, and effective and efficient operations have not met requirements...
Associated with digital transformation
To overcome the above limitations, the People's Committee of Quang Binh province requests provincial departments and branches; Chairmen of People's Committees of districts, towns and cities to urgently review and clearly identify "bottlenecks" that are hindering administrative reform activities, propose specific solutions to remove them, and prioritize immediate resolution of hot, urgent, difficult and problematic issues of people and businesses.
Continue to thoroughly grasp, organize and strictly, comprehensively, synchronously and effectively implement the 2024 administrative reform plan and the directions of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial People's Committee, the Chairman of the Provincial People's Committee, and the Head of the Provincial Steering Committee for Administrative Reform; have specific, practical and drastic solutions in implementing the administrative reform tasks assigned by the Government and the Prime Minister and the tasks set out in the 2024 administrative reform plan of departments, branches and localities, ensuring quality, efficiency and progress.
Focus on removing “bottlenecks” in implementing administrative procedures and providing public services associated with digital transformation. Closely monitor the implementation of administrative procedures; regularly monitor progress to urge agencies and units; review and simplify administrative procedures in sectors and fields.
