Traffic connection solutions on the first day of piloting low-emission zones in Hanoi

Agree with the roadmap for green transportation

From July 1, 2026, Hanoi City officially deploys a pilot low-emission zone in some areas of Hoan Kiem ward. On the first day of implementation, many people expressed high agreement with this policy, believing that the roadmap being implemented step by step will create favorable conditions for the community to adapt and gradually form the habit of using green vehicles and public transport.

As someone who has actively switched to using electric motorbikes for many years, Ms. Nguyen Thi Hang (Hong Ha ward) shared that she supports the city's policy of developing green transportation because of the benefits of clean energy vehicles, when operating smoothly, low cost and most importantly, contributing to reducing environmental pollution.

Meanwhile, Ms. Le Thu Huong (Long Bien ward) chose the bus as her main means of transportation. Ms. Huong acknowledged that encouraging the use of public transport is a completely suitable direction for a densely populated city like Hanoi. She also excitedly said that on the first day of the low-emission zone pilot, bus tickets were free when traveling in Ring Road 1 area.

As a technology car driver with nearly 15 years of attachment to the profession, Mr. Tran Van Tu said that he has been following information about low-emission zones for a long time and highly appreciates the city's implementation according to the roadmap. According to Mr. Tu, it is very reasonable for the city not to apply it suddenly but to encourage and spend time for people to gradually adapt.

Not yet completely banning motorbikes and motorcycles running on gasoline and oil

According to the roadmap of phase 1, from July 1, 2026 to December 31, 2026, the policy is piloted in Zone 1 and Zone 2 of Hoan Kiem ward. In Zone 1 (walking area around Hoan Kiem Lake and night market), the city applies regulations prohibiting all motorbikes, mopeds and cars from circulating from 7 pm to 12 am on Fridays, Saturdays and Sundays every week, except for priority vehicles as prescribed.

At the same time, encourage restricting operations, not completely banning motorbikes and mopeds operating business on the application software platform supporting transport connection (technology motorbike taxis, technology shippers...). Application software providers are responsible for implementing vehicle navigation on vehicle management and operation software.

For motorbikes and mopeds of people, the city encourages to limit the circulation of vehicles manufactured and imported before 2008, and motorbikes manufactured and imported before 2016.

To maximize support for people in the early days of deploying low-emission zones, Hanoi has synchronously prepared many infrastructure solutions to facilitate the conversion of travel methods.

The city has arranged 220 vehicle parking points, including existing points and temporary points around low-emission areas. According to actual records, people can proactively park their vehicles at these points and then continue to move by bus, public bicycle or walk into the central area.

Among them, 11 transfer parking points are arranged around Ring Road 1 and the core area of Hoan Kiem. These points play a connecting role with the network of buses, public bicycles and green vehicles, contributing to reducing the number of personal vehicles circulating in the pilot area.

Along with adding infrastructure connection points, Hanoi is piloting a policy of free bus tickets for people traveling in Ring Road 1 area until the end of June 30, 2027.

Records also show that the public bicycle network has also been strongly expanded, connecting smoothly from parking spots to Hoan Kiem Lake and the Old Quarter to create more convenient travel options for both people and tourists.

These synchronous solutions are expected to help people in the capital quickly change their travel habits, increase the rate of using green vehicles, and minimize the impact on daily life in the process of building a sustainable urban transportation system.
