Switching from "focusing on managing science and technology activities" to "creating an innovation ecosystem
On the afternoon of July 1, in Hanoi, the Central Steering Committee for Science, Technology, Innovation and Digital Transformation (Steering Committee) held a national conference to summarize 1 year and 6 months of implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology (S&T) development, innovation (IS) and digital transformation (CĐS) nationwide.
At the Conference, Mr. Nguyen Hai Ninh - Member of the Party Central Committee, Chief of the Party Central Committee Office presented a summary report summarizing the 1 year and 6 months of implementing Resolution No. 57-NQ/TW.
In which, as of June 29, 2026, the Steering Committee has assigned 1,937 tasks; agencies have completed 84.8% of deadline tasks, handled 1,009/1,071 reflections, recommendations, initiatives, and solutions (reaching 94.2%).
S&T management thinking has shifted from "focusing on managing S&T activities" to "creating an innovative ecosystem"; some breakthrough policies have been issued such as: controlled testing; contracted spending, risk acceptance; intellectual property; commercialization of research results; attracting talent.
Hanoi City issued synchronously resolutions prioritizing budget allocation exceeding 3%, building a controlled testing mechanism, ordering and accepting technology products, and preferential treatment for digital human resources; Ho Chi Minh City established a venture capital fund with an initial capital of 500 billion VND, aiming for 5,000 billion VND by 2030.

Regarding national CĐS, Mr. Nguyen Hai Ninh said that as soon as the overall organizational model of the political system and the two-level local government model went into operation, CĐS work was drastically and promptly directed by the Central Steering Committee and agencies and localities, initially achieving some positive results throughout the political system.
In which, regarding administrative procedures and online public services (DVCTT): The National Public Service Portal integrates and provides DVCTT for 3,745 administrative procedures (TTHC), bringing practical efficiency to people, businesses and state agencies; in 2025, it is estimated to save about 840 billion VND at the central level and 4,800 billion VND at the local level, of which Hanoi City alone is about 1,600 billion VND.
The rate of online dossiers, dossier digitization and re-use of local-level data reached 93.5%, 88.5% and 96% respectively, while at Ministries and sectors it was only 34.2%, 19.2% and 5.3% respectively. Dong Nai City reached 99% of online dossiers, and 95% of online Party membership fees (leading the country).
Regarding digital infrastructure, the interconnected security network is basically completed (reaching nearly 98% with 7,137 connection points); the 5G network covers about 92% of the population; fiber optic cable connects 100% of communes and wards; the National Data Center has been put into operation and efficiently operated.
Domestic enterprises have initially formed autonomy capacity, ready for the development of artificial intelligence on a large scale such as: Viettel Group operating the largest data center in the country; VNPT operating 8 data centers meeting international standards.
More than 12,400 medical facilities use ID cards instead of paper health insurance cards
Regarding Digital Platforms and Data, the Chief of the Party Central Committee Office said that 16/26 platform systems in Party agencies have been put into use; National Assembly 2.0 application integrates AI in digital data processing; VNeID application with more than 71 million identification accounts; more than 30.1 million ID cards have been issued.
Regarding digital human resources, the "Digital People's Education" movement in 2026 organized 105 online classes with 880,600 turns of learning (reducing nearly 80% of costs); public online courses opened with 26,900 commune-level officials completing (reaching 75%); The online platform "Digital People's Education - Digital National Assembly" was deployed free of charge for the learning materials development stage, recording more than 91% of National Assembly deputies, officials, and civil servants completing.
Regarding the Digital Economy and Digital Society, the proportion of added value of the digital economy in GDP in 2025 reached 14%.
E-commerce reached about 31 billion USD (up over 20%/year), expected to exceed 60 billion USD in 2030; revenue of 4 major e-commerce platforms is estimated at 430,000 billion VND (up 34.7%); the proportion of adults with payment accounts is approximately 89%;
The report also said that verification at 18 airports served about 1.4 million passengers (saving about 7,700 billion VND/year); more than 12,400 medical facilities used ID cards instead of paper health insurance cards, forming 2.5 million electronic medical records (saving about 1,000 billion VND/year).
