Ninh Binh Provincial People's Committee has just issued a document requesting departments, branches, project management boards and People's Committees of communes and wards to focus on implementing solutions to remove difficulties in supplying construction materials for works and projects in the province.

This situation has affected the disbursement progress of public investment capital and the completion of works and projects.
To promptly remove difficulties, the Provincial People's Committee requests the Provincial Department of Agriculture and Environment to preside over and coordinate with relevant departments, branches, and units to continue to review, advise, and propose to competent authorities to adjust mineral planning; adjust prohibited and temporarily prohibited areas for mineral activities and plans for geological and mineral management.
At the same time, promptly advise on the issuance of exploration licenses, recognition of exploration results, issuance of exploitation licenses, extension or adjustment to increase exploitation capacity for valid mineral exploitation licenses, in accordance with legal regulations, in order to meet the material needs for works and projects.
The Provincial People's Committee also requested to encourage deep exploration and expansion for organizations and individuals who are legally exploiting minerals; to allow the recovery of minerals for the moong and mine banks to salvage within the licensed area in accordance with regulations.
In addition, the Department of Agriculture and Environment is assigned to advise on solutions to improve the efficiency of management of resource and mineral exploitation activities; zoning and adjusting areas where mineral exploitation rights are not auctioned; and allocating mines in accordance with the law.
The Department of Construction is responsible for guiding units to implement construction investment cost management, ensuring the correct and sufficient calculation of material costs in the total project investment. This Department is also required to regularly monitor, update and announce construction material prices and construction price indexes close to market developments, avoiding speculation, price inflation or fake shortages.
Ninh Binh Provincial People's Committee assigned the Provincial Police to preside over and coordinate with relevant agencies to proactively grasp the situation, strictly handle organizations and individuals violating the law in the field of mineral exploitation; control the weight of transport vehicles, ensure security and order and traffic safety in exploitation areas.
The Department of Industry and Trade is assigned to strengthen management and close supervision of the use of industrial explosives to serve mineral exploitation; direct market management forces to strengthen inspection and handle acts of speculation, hoarding goods, and unreasonable price increases for construction materials, as well as goods of unknown origin, counterfeit goods, fake goods, and poor quality goods.
The Department of Finance shall preside over and coordinate with relevant units to advise on issuing annual resource tax calculation price lists in the province in a timely manner, in accordance with the actual situation and in accordance with legal regulations.
The Provincial Inspectorate is requested to proactively inspect, detect, and organize inspections of organizations and individuals with acts of manipulating the market to supply minerals as ordinary building materials and strictly handle them according to regulations.
For investors, the Provincial People's Committee requests to proactively review the material demand of each project according to specific progress; promptly report bottlenecks in material supply for the Provincial People's Committee to consider and direct. Investors must also request construction contractors to proactively seek legal sources of supply, use materials for the right purpose and ensure project quality.
People's Committees of communes and wards are assigned to drastically focus on site clearance in the areas of mines and connecting roads, creating favorable conditions for exploitation and transportation of materials; and at the same time coordinate with departments and branches in mineral management in the area, promptly detect and strictly handle cases of illegal exploitation.
