There are currently 278 forest product processing facilities in operation in Quang Ninh province. The province's export turnover of wood and wood products maintains a stable growth momentum, reaching 238 million USD in 2021 and 242 million USD in 2023.
The main export markets include Japan, China, and Korea. Currently, the locality is targeting the EU market.
However, the situation of some transport vehicles dropping wood chips on important routes such as from Cai Lan Industrial Park to Tinh Yeu Bridge intersection, the road connecting Cai Lan Industrial Park with Viet Hung Industrial Park to Hai Phong - Mong Cai Expressway still recurs, although in 2024, the functional forces of Ha Long City have had 4 campaigns to handle it.
According to records, some units operating in the field of wood chipping have not seriously implemented environmental protection measures. Spilled wood chips not only cause pollution along transportation routes but also affect the marine environment.
In Ha Long City alone, there are 24 units operating in the production, transportation and trading of wood chips concentrated in Viet Hung Industrial Park, Cai Lan Port and communes and wards such as Vu Oai, Hoanh Bo, Gieng Day, and Ha Khanh.
Pollution caused by wood chips has caused particular concern among local residents and authorities.
Faced with this situation, the Department of Natural Resources and Environment, in coordination with the Traffic Police Team and the Economic Police (Ha Long City Police), has increased propaganda, inspection and handling of violations. From the beginning of the year to December 3, 2024, Ha Long City Traffic Police have handled 86 violations, including violations of transporting scattered wood chips, overloading, expanding vehicle bodies, etc. with a total fine of VND 258 million.
In November 2024, the Environmental Police Working Group inspected and handled 14 cases, imposing an administrative fine of VND 42 million according to the provisions of Clause 3, Article 25, Decree 45/2022/ND-CP for the act of transporting raw materials and materials without covering or letting them fall into the environment while participating in traffic.
Mr. Tran Ngoc The - Deputy Head of Ha Long Department of Natural Resources and Environment - said: In 2 days of launching from December 2-3, the city inspected and handled 19 cases, including 1 barge, reminded and signed commitments in 16 cases, and fined 2 cases with a total of 6 million VND.
The Department continues to coordinate with Ha Long City Police to maintain inspection work and strictly handle violations. For businesses that repeatedly violate, the City People's Committee will advise the direction of revoking business licenses. At the same time, research and install 5 camera locations to monitor the wood chip transportation process to improve management efficiency."
