Hanoi directs clarification of case of house encroaching on 80m2 of land of National Museum of History

Hanoi - The City People's Committee assigned the Hanoi City Inspectorate to clarify signs of destroying public property and encroaching on public land at house and land facility No. 23 Tong Dan.

Hanoi City People's Committee has just issued a document on organizing the implementation of the Government Inspectorate's Inspection Conclusion on the topic of redundant houses and land after arrangement at the Ministry of Culture, Sports and Tourism.

Considering the proposal and report of the Department of Finance, the City People's Committee assigned the Hanoi City Inspectorate to preside over and coordinate with competent agencies to clarify signs of destruction of public property, encroachment on public land and the issuance of certificates of land use rights, ownership of houses and other assets attached to land at house and land facility No. 23 Tong Dan, Hoan Kiem ward, Hanoi City.

Along with that, strictly handle violations according to the provisions of law and complete them in the fourth quarter of 2026.

Periodically report the results to the Department of Finance before the 25th of each month for summarization; promptly reflect difficulties and obstacles to report to the City People's Committee for consideration and resolution.

Previously, the Government Inspectorate had an inspection conclusion on the case of land and house facilities at No. 23 Tong Dan, Hoan Kiem ward, Hanoi City (formerly No. 23 Tong Dan, Trang Tien ward, Hoan Kiem district, Hanoi City) managed and used by the National Museum of History (Museum) being encroached upon by individuals with about 80m2 of land.

House and land facilities at No. 23 and 25 Tong Dan belong to the premises of the Vietnam Revolution Museum (since September 2011 it is the National History Museum), with an area of about 9,499.8m2.

As of June 19, 2026, the Museum has not been granted a certificate of land use rights due to encroachment on houses and land at No. 23 Tong Dan.

House number 23 Tong Dan belongs to the Museum's premises, with 2 former Museum Directors using it as houses during their work: Mr. Dang Xuan Thieu - the first Director of the Museum in house E2 with an area of about 211m2, inside; Mr. Pham Van Hao in house E1 with an area of about 80m2, outside.

From 1966 - 2007, both families lived here continuously.

Because Mr. Pham Van Hao's family was granted another house by the Hanoi People's Committee, on July 23, 2007, the Museum received the handover of house and land E1 with an area of about 80m2 from Enterprise No. 3 of Housing Management and Development (returned by Mr. Pham Van Hao's family) in the presence of the Department of Natural Resources and Environment and Real Estate, Hanoi Housing Management and Development Company, Trang Tien Ward People's Committee and Mr. Dang Quoc Thang (son of Mr. Dang Xuan Thieu).

In January 2009, Mr. Dang Quoc Thang's family hired workers to dismantle the auxiliary house area and the wall separating the house and land area between the houses used by Mr. Thieu's children and the house and land area under the management and use of the Revolutionary Museum and illegally constructed on the area of house 23 Tong Dan managed and used by the Museum. The Museum and functional agencies have prepared documents on the case.

However, on July 29, 2011, Hoan Kiem District People's Committee issued a certificate of land use rights, ownership of houses and other assets attached to land No. BC 741482 for the land plot at No. 23 Tong Dan to Mr. Dang Quoc Thang and Ms. Dang Thanh Truc, with an area of 304.3m2, including the entire area of about 80m2 of the Museum assigned for management and use that Mr. Dang Quoc Thang's family encroached upon and the Museum was unaware of this.

In November 2013, Mr. Dang Quoc Thang's family continued to demolish the entire house number 23 Tong Dan to rebuild, including the house managed and used by the Museum.

The Museum has Official Dispatch No. 331/BTLSCM-HCTH dated November 29, 2013 sent to the Hanoi People's Committee requesting to suspend the illegal demolition, according to the Museum's report, the Hanoi People's Committee has no written response.

The current status of house number 23 Tong Dan has been solidly built on the entire area including an area of about 80m2 of the Museum assigned to manage and use" - the inspection conclusion clearly stated.
