Many violations are pointed out
Lao Dong Newspaper has reported on the fact that dozens of people signed deposit contracts and received land transfer at the Quang Trung - Quang Vinh residential area project, Phan Dinh Phung ward, Thai Nguyen province invested by Anh Thang Mineral and Real Estate Co., Ltd. (Anh Thang Company) but have not received land after many years.
The Quang Trung - Quang Vinh residential area project has been implemented since 2017, after many extensions but still delayed, and continues to be unfinished, with an unclear completion date. In fact, this project has been out of implementation for many years.
In February 2026, the Thai Nguyen Provincial Inspectorate conducted an inspection of the Quang Trung - Quang Vinh Residential Area Project. Inspection Conclusion No. 19 of the Thai Nguyen Provincial Inspectorate issued in February 2026 pointed out many violations and backlogs.
Accordingly, the selection of investors to implement the project without bidding is a violation of regulations. This violation is the responsibility of the Department of Planning and Investment (period 2016).
Currently, the project has reached the deadline but has not been completed. The responsibility lies with the Thai Nguyen City People's Committee (formerly) for slow implementation of compensation and site clearance work.
The Department of Natural Resources and Environment in 2019 was slow to advise the Provincial People's Committee to determine the value of the land area, and the Thai Nguyen City Tax Department (formerly) was slow to notify the payment of land use fees. The inspection conclusion also pointed out many violations in the preparation and implementation of technical infrastructure investment projects and compliance with construction laws.
Some items at the project are not in accordance with the design according to regulations. By the time of inspection, the project items had been put into use, but the investor had not carried out acceptance and handover to put the project into use according to regulations. There are 2 construction projects that are not in accordance with the land use function according to the plan.
Also according to the inspection conclusion, the Department of Planning and Investment (period from 2017 - March 2025) does not have documents showing the supervision and evaluation of the implementation of the investment project. Anh Thang Company has not implemented the investment activity reporting regime as prescribed.
Consider and carefully assess the capacity of the investor
After conducting an inspection at the project, the Thai Nguyen Provincial Inspectorate proposed that the Chairman of the Provincial People's Committee report to the competent authority to allow the application of specific mechanisms and policies to remove difficulties and obstacles according to Resolution 170 of the National Assembly.
At the same time, assigning functional agencies to review and determine financial obligations for the time of late calculation of land use fees, late issuance of land use fee collection notices to advise the Provincial People's Committee to handle according to regulations.
On August 4, at a working session with Lao Dong Newspaper reporters, representatives of the Thai Nguyen Provincial Inspectorate said that through reports from local departments and branches on the implementation of the content of Inspection Conclusion No. 19, units have organized reviews of organizations and individuals. Review work can be said to be completed.
The inspection conclusion also proposed considering removing difficulties for the project. The Department of Finance, after consulting with sectors, proposed to allow the application of the National Assembly's Resolution to remove difficulties for this project.
However, up to this point, the Provincial People's Committee has not decided to extend the project implementation and is considering and carefully assessing the capacity of the investor," a representative of the Thai Nguyen Provincial Inspectorate informed.
At the end of June 2026, Thai Nguyen Provincial People's Committee issued a notice of the conclusion of Standing Vice Chairman of the Provincial People's Committee Nguyen Linh at the meeting to listen to the progress report on reviewing the implementation of removing difficulties and obstacles for backlog and prolonged projects.
Accordingly, the Thai Nguyen Provincial Land Fund Development Center, Phan Dinh Phung Ward People's Committee and relevant agencies are assigned to review and coordinate with Anh Thang Company to complete dossiers to confirm compensation, support, and resettlement costs advanced by investors to deduct from land use fees and land rents.
Anh Thang Company is responsible for paying land use fees and land rent as committed to the Department of Finance. From there, it serves as a basis for the Provincial People's Committee to apply regulations to remove obstacles for the project.
On August 20, in an exchange with reporters, Mr. Vu Anh Thang - Director of Anh Thang Company confirmed that the project has not yet been officially extended for implementation.
Currently, there are still some problems with land, the province is assigning Phan Dinh Phung and Quan Trieu wards to coordinate in resolving them," the Director of Anh Thang Company informed.
