Restarting the urban area project worth more than 3,380 billion VND in Lang Son

Lang Son - The Mai Pha New Urban Area project, nearly 92 hectares wide, is undergoing site clearance procedures and completing legal documents to start construction.

On August 9, information from the People's Committee of Lang Son province said that the unit has requested departments, branches and Dong Kinh ward to accelerate site clearance for phase one of the Mai Pha New Urban Area project.

Units assigned priority to hand over resettlement land and ground for the construction of the Provincial People's Procuracy headquarters in the third quarter of 2026.

Investors must coordinate to complete feasibility study reports, environmental impact assessments and related procedures.

The clean site must be handed over to organize the project commencement before November 30.

Mai Pha new urban area has an area of 91.73 ha, with a total updated investment of about 3,380 billion VND. Of which, the project implementation cost excluding site clearance is more than 2,894 billion VND.

The 1/500 detailed plan of the project was first approved by Lang Son Provincial People's Committee in September 2015.

By March 2018, the project was included in the land-use investment list. In January 2020, the province selected the joint venture Hai Phat Investment Joint Stock Company and Ha Son Co., Ltd. as investors; the implementation contract was signed two months later.

The project is expected to form a new urban area at the southern gateway of Lang Son. However, the implementation process is prolonged due to problems with land, compensation, resettlement and procedures for changing land use purposes for rice cultivation.

In May 2022, the Provincial People's Committee requested to temporarily suspend compensation, support and resettlement work to handle inadequacies.

Initial records determined the area of rice land to be about 7.89 ha, then adjusted to 8.385 ha, while the actual review result was 18.39 ha.

After the legal conditions for changing the purpose of land use for rice cultivation are handled, the project is allowed to restart.

The results of previous inventory, land recovery, compensation and site handover were cancelled to be re-implemented according to current policies.

At the end of May 2026, Dong Kinh ward authorities consulted more than 40 affected households. The locality set a target to complete site clearance for phase one in the third quarter of 2026 and the entire project in the first quarter of 2027.

Thus, more than 10 years after the planning was approved, Mai Pha New Urban Area is still in the site clearance and completion of procedures phase, and has not yet deployed synchronous construction.
