On the morning of July 14, the regular mid-year session (the fifth session) of the 17th Hanoi City People's Council, term 2026-2031, officially opened to consider important contents under its authority.
During the 3 days of the session (from July 14 to 16), the City People's Council will consider 48 contents, including 16 reports and 32 draft resolutions.
The draft resolutions expected to be submitted to the City People's Council for consideration and approval belong to the groups: General Resolution of the session; group of resolutions regulating expenditure contents, expenditure levels, and support policies under authority; group of economic - budgetary fields; group of legal fields; group of science, technology and environment fields; group of urban fields...
Some contents are expected to be considered and approved, such as: Resolution amending and supplementing Appendix No. 6 - Regulating the content of expenditure and level of expenditure for health - population activities in the area using public service funds of Hanoi City in Resolution No. 03/2021/NQ-HDND dated September 23, 2021 of the City People's Council.
The Resolution stipulates a number of expenditure contents and specific expenditure levels under the authority of the City People's Council (replacing Resolution 55); regulations on business registration fees in the city; regulations on supporting career change and job creation in the form of allocating service land and residential land to handle existing problems in some communes and wards...
It is expected that at this session, the City People's Council will consider and approve a Resolution stipulating the mechanism for supporting semi-boarding meals for elementary school students in Hanoi city from the 2026-2027 school year; stipulating service prices for preschool, general education, and high school specialized students near international standards, using the city's state budget.
Regulations on a number of policies to develop elderly care services and encourage the use of elderly labor in Hanoi city (implemented according to point a, clause 2, Article 27 of the Capital Law in 2026).
The Resolution of the City People's Council stipulates tuition fees for public general education institutions established by universities, colleges, research institutes; preschool education institutions, high-quality public general education from the 2026-2027 school year.

In which, the City People's Council will conduct re-questioning on the implementation of Resolution No. 436 dated July 10, 2025 on questioning activities at the 25th session of the 16th City People's Council, term 2021-2026 (for the group of questions on the implementation of legal regulations on food safety in the city), associated with the deployment of semi-boarding meals for students in Hanoi City after implementing two-level local government.
