The goal of building the Hanoi City Public Administration Service Center is to receive administrative procedures regardless of administrative boundaries; reduce the number of One-Stop Departments, and organize centralized reception points within a certain spatial scope to facilitate organizations and individuals to access and carry out administrative procedures.
The Public Administration Service Center operates on the basis of the City's Administrative Procedure Information System connected to the National Public Service Portal, national databases, specialized databases, and shared platform systems.
At the same time, the establishment of the Centre also aims to improve the quality of service and the satisfaction level of organizations and individuals in accessing and implementing administrative procedures. All information and administrative procedure records are also received and processed publicly and transparently, helping organizations and individuals to monitor, supervise and evaluate; ensuring a unified and synchronized service experience between One-Stop Departments.
According to the Hanoi People's Committee, the operating principle of the Hanoi City Public Administration Service Center is to take people and businesses as the center, subject and driving force to build and design the model; taking the satisfaction of organizations and individuals as the measure of service quality and efficiency.
Besides, the establishment of the Centre also helps change the mindset and awareness of cadres, civil servants and public employees in performing public duties.
The Centre also takes information technology as a tool, digital transformation as the main method, a breakthrough to innovate and implement the "new one-stop, one-stop model". The entire process of receiving, digitizing, circulating, resolving, returning results, and accountability of relevant agencies and individuals must be public, transparent, with clear addresses, responsibilities, and timelines, and implemented entirely in the digital environment.
It is expected that in early October 2024, the Hanoi City Public Administration Service Center will be launched. The Center's main headquarters is expected to be located at 197 Nghi Tam Street, Yen Phu Ward, Tay Ho District.
The operation of the Hanoi City Public Administration Service Center is carried out in 3 specific phases. Phase 1 is expected to last from January 1, 2024 to March 31, 2025 (Depending on the conditions of the facilities, information systems and digital infrastructure, the Center will pilot the reception of administrative procedures under the jurisdiction of the City's departments and branches from February 1, 2025). Phase 2 is expected from April 1, 2025 to June 30, 2025. Phase 3 is expected from July 1, 2025 onwards.
