Vice Chairman of Hanoi People's Committee Duong Duc Tuan has just signed a decision to assign the task of implementing investment preparation for the Hanoi Urban Railway Construction Investment Project, Line 5, Van Cao - Ngoc Khanh - Lang - Hoa Lac.
Accordingly, the Hanoi Urban Railway Management Board is assigned to carry out investment preparation work for the Hanoi Urban Railway Construction Investment Project, Line 5, Van Cao - Ngoc Khanh - Lang - Hoa Lac in compliance with the provisions of law.
The Department of Planning and Architecture shall preside over and coordinate with the Institute of Construction Planning, the Urban Railway Management Board, and the Department of Construction to immediately deploy the task of planning routes and works according to routes at a scale of 1/500, planning the TOD area (urban development model according to the orientation of public transport development), planning the area adjacent to the railway station to create land for bidding and auction to develop urban areas according to the provisions of law, using regular expenditure sources according to the provisions of law on the state budget.
The Urban Railway Management Board is responsible for making the most of the research results, based on the opinions and Project Documents returned by the Ministry of Planning and Investment in Document No. 680/BKHDT-GSTDT dated January 23, 2025 to continue researching, completing, and implementing the next steps in compliance with regulations.
Along with that, based on the medium-term public investment plan of Hanoi City for the period 2021-2025, urgently implement the tasks of establishing investment projects to submit to the City People's Committee for approval of project investment in 2025.
The Urban Railway Management Board studies, develops the implementation progress, and agrees on the proposed content to report to the City People's Committee on the contents based on analysis and application of legal regulations to ensure compliance with regulations and be more convenient, shortening implementation time.
