On the afternoon of December 29, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Hanoi City organized a conference to summarize the work in 2025 and deploy key tasks for 2026.
In 2025, Hanoi successfully organized Party Congresses at all levels and the Vietnam Fatherland Front Congress, Congresses of socio-political organizations of the city and grassroots levels for the term 2025 - 2030. Immediately after the Congress, urgently concretize and quickly bring the Resolution into life.
Focus on removing 5 remaining bottlenecks of the city (urban order, traffic congestion, environmental pollution, waterlogging and food safety); review and complete institutions, infrastructure, and resources to serve the development of the Capital in the new period.
Direct the organization of activities to celebrate major holidays of the country and the Capital, especially the Anniversary Ceremony, military parade, parade to celebrate the 80th anniversary of the successful August Revolution and National Day 2.9.
The city also mobilized the involvement of the political system, focusing on completing the growth target of over 8%, and budget revenue for the first time exceeding the 600,000 billion VND mark in the context of many difficulties.
As of December 25, 2025, GRDP growth reached 8.16% compared to the same period, and state budget revenue reached over 668,500 billion VND.
Breakthrough in site clearance and removal of long-standing "bottlenecks", typically completing site clearance of Ring Road 1 in a short time. Implementing strategic projects such as: Olympic sports urban area in the South of the City and Red River scenic avenue.
Continuing to affirm the leading role in socio-economic development based on science and technology, innovation and digital transformation with 3 consecutive years leading the country in the local innovation index, pioneering the pilot integration of Party administrative procedures into the National Public Service Portal, actively promoting digital transformation in Party agencies and the political system.
Regarding the direction and tasks for 2026, the City determines that 2026 is the first year of implementing the Resolution of the 18th City Party Congress, the year of the 14th National Party Congress - the Congress marking the historical moment when the whole country enters a new era.
Hanoi, with its position as the national political and administrative brain center, the heart of the country, has the responsibility of pioneering in implementing the Resolution of the 14th Party Congress, towards 2 100-year goals; concretizing 7 strategic resolutions of the Politburo; the directions of the General Secretary for Hanoi, especially 2 strategic questions, 7 key tasks.
The City identifies to focus on leading and implementing a number of key tasks to develop the Capital in the new period such as: innovating the leadership methods of Party committees, seriously implementing the resolutions of the 18th City Party Congress, the 14th Party Congress, and the direction of General Secretary To Lam.
In the immediate future, organize well the 80th anniversary of the first general election (1946-2026), serving the 14th Party Congress and successfully organizing the elections of the 16th National Assembly, People's Councils at all levels for the 2026-2031 term in the area.
Establishing a new growth model based on science and technology, innovation and digital transformation, striving for GRDP to increase by 11% or more by 2026 and the entire term.
Creating a breakthrough in strategic infrastructure with dynamic projects, notably 7 projects started on December 19, 2025, two strategic projects (Red River avenue axis, Olympic sports urban area), 7 Red River overpasses, ring roads and radial axis. Completing the project life cycle management mechanism, comprehensive social and environmental impact assessment.
Completing the thinking and method of formulating the master plan of the Capital with a 100-year vision
Speaking at the conference, Secretary of the Party Committee, Chairman of Quang Minh Commune People's Council Nguyen Thanh Liem proposed that the City Party Committee and City People's Committee continue to study and direct the promotion of decentralization and delegation of power to commune levels to be more proactive in the auction of land use rights; in order to create budget revenue and reinvest in socio-economic development of the locality.

Through practical implementation in 2025, it shows that site clearance work is still a difficult stage, posing many obstacles. However, bright spots have emerged in site clearance implementation that can be taken as lessons learned and organized for implementation in the coming time.
In the implementation of investment projects to build Ring Road 4 - Capital Region, Ring Road 1 (Hoang Cau - Voi Phuc section), projects to build 7 bridges across the Red River, these are large projects with important positions in regional connectivity and infrastructure development of the Capital.
According to the Director of the Department of Agriculture and Environment, through that practice, it shows that site clearance work can only be implemented well when the authorities of communes and wards truly identify this as an important and regular political task; at the same time, there is close companionship from specialized departments and sectors.
